Take on a pivotal opportunity to help shape the UK’s future energy system at a time of rapid transformation. Ofgem is looking for a Senior Policy Lead to play a key role in ensuring energy networks support the UK’s decarbonisation goals while delivering long-term value for consumers.

Ofgem is Great Britain’s independent energy regulator. We’re at the forefront of change across the energy sector, driving towards Net Zero while protecting energy consumers, especially those in vulnerable circumstances.

This role offers the chance to manage critical policy development work surrounding electricity price controls, shaping our approach to infrastructure regulation. You’ll deliver robust, evidence-based policy recommendations, contribute to novel regulatory solutions, and ensure that price control design evolves and Great Britain can meet clean power targets by 2030 and achieve Net Zero by 2050.

You will have the chance to lead high-impact projects that will create real change in the industry, setting the standard for future sustainability and ensuring the country can meet its goals. What’s more, you’ll be vital in enabling outcomes that will support new legislation whilst ensuring consumers remain at the heart of national debates within the energy sector.

We’re looking for someone who thrives in fast-paced, agile environments and has experience delivering strategic policy outcomes. This could come from backgrounds in regulation, strategy, commercial analysis, operational delivery, or public policy. You’ll need strong analytical and communication skills, excellent stakeholder engagement capabilities, and a collaborative approach to working across diverse teams.

Person specification

  • Identifying, analysing, and articulating complex problems to deliver optimal policy outcomes. This would require working with a diverse array of colleagues to develop solutions and options, and presenting policy recommendations that consider the consumer-focused trade-offs, risks, and dependencies to aid effective decision making. (LEAD)
  • Excellent communication and negotiation skills, with the ability to communicate technical information clearly and concisely and to work collaboratively to solve problems. (LEAD)
  • Strong operational delivery skills to successfully execute a programme of work in challenging timescales with minimal supervision.
  • Good analytical skills, demonstrating an ability to assess and interpret a variety of data sources, using these to inform robust policy making.
  • Project delivery or commercial experience of infrastructure project delivery or experience undertaking project cost reviews, ideally within the electricity network sector or other regulated utility.
