Job summary

Fife Council is seeking two experienced HR Lead Officers to join the People Solutions Team within the HR Service. This senior, temporary role supports change programmes, leads case advisory work and works with managers, unions and senior leaders to deliver compliant, high-impact outcomes.

The post offers blended working with travel to office locations in Fife as required. CIPD membership and a degree-level education are preferred qualifications for candidates applying.

Qualifications

• Strong foundation in HR practice, employee relations, case management and policy application.
• Proven experience leading and delivering projects translating strategic objectives into measurable outcomes.
• Experience supporting people-centred organisational change balancing service needs with wellbeing.
• Excellent communication, influencing and relationship-building skills with managers, unions and leaders.
• Strong analytical skills using workforce data to inform decisions and drive improvements.

Responsibilities

• Work closely with managers, trade unions and senior leaders to deliver compliant HR outcomes.
• Provide leadership to the case adviser team and oversee complex case work.
• Drive organisational change projects from concept to completion using data and KPIs.
• Build relationships across services and act as a trusted HR consultant.
• Monitor HR policies to ensure consistency and alignment with organisational goals.
