Job summary

Leicester City Council is seeking an experienced Housing Technical Project Manager to lead a portfolio of high-value capital projects across its housing stock. The role focuses on refurbishment, asset improvement, and ensuring works are delivered on time, within budget and in compliance with statutory requirements.

You will work with residents, consultants, contractors and internal stakeholders, providing technical leadership and robust governance.

Qualifications

• Experience leading large-scale capital works programmes or investment projects.
• Strong understanding of housing asset management, refurbishment, and compliance requirements.
• Proven track record in managing budgets, contracts and procurement.

Responsibilities

• Manage a portfolio of large-scale capital investments from inception to completion.
• Oversee planning, procurement, delivery and performance monitoring to high standards.
• Control project budgets, financial forecasting and expenditure to align with business objectives.
• Ensure compliance with legislation, regulations and council policies.
• Provide governance reporting and proactive risk management across programmes.
