• Degree in Civil Engineering, Highways Engineering, Transportation, or a related field.
• Chartered status or working towards it.
• Extensive experience in a highways engineering environment.
• Experience with regeneration and major infrastructure projects.
• Experience with Local Authority highways.
• Excellent report writing and presentation skills.
• Strong project management and organizational capabilities.

Responsabilités

• Lead response to planning application consultations with highways insights.
• Assess highway modelling and infrastructure design proposals.
• Coordinate the Council's highways development control procedures.
• Evaluate proposals from developers, consultants, contractors, and third parties.
• Ensure compliance of highway schemes with legislation, standards, and best practices.
• Prepare briefs and assist in the procurement, supervision, and management of specialist consultants.
• Collaborate with internal teams and external stakeholders to advance highways projects and infrastructure enhancements.
• Engage with developers, consultants, elected members, partner organizations, statutory bodies, and the public.
• Support the coordination of maintenance and infrastructure schemes across local and regional boundaries.
• Draft technical reports and recommendations for senior management, the executive board, and policy & performance boards.
• Attend meetings, hearings, consultations, and court proceedings as necessary.
• Act as a deputy for the Service Manager when required.
• Stay informed on current highways legislation, policy, and industry standards.

Summary

Halton Borough Council is in search of a seasoned Principal Highways Engineer to offer expert leadership, specialized guidance, and technical proficiency in various aspects of highways engineering and development control. Collaborating closely with the Service Manager, you will be instrumental in steering the Council's highways development control operations. Your role will ensure that highway infrastructure plans are meticulously designed, evaluated, and executed to meet the highest standards, aligning with the Council's broader strategic goals. • In-depth understanding of highway design standards and construction requirements.
• Experience managing consultants, contractors, and external stakeholders.
• Excellent report writing and presentation skills.
• Strong project management and organizational capabilities.
• Ability to provide authoritative technical advice on complex highways issues.
• Exceptional communication and stakeholder engagement skills.
• Degree in Civil Engineering, Highways Engineering, Transportation, or a related field.
• Chartered status or working towards it with a relevant professional body.
