Job summary

Civic Recruitment Limited is seeking a Specialist to negotiate and manage highway agreements for a 6 month contract with a local authority in Swindon. You will work with developers, consultants and internal teams to ensure highway infrastructure is delivered safely and in line with approved designs.

You will provide expert guidance on Section 38/278 agreements, monitor progress, review technical submissions and help improve processes, governance and service delivery.

Qualifications

• HNC/HND in Civil Engineering or equivalent experience.
• Experience with highway agreements (Section 38/278) and infrastructure projects.
• Knowledge of DMRB, Manual for Streets, and design standards.

Responsibilities

• Negotiate, prepare and manage Section 38/278 highway-related agreements.
• Ensure compliance with legislation, policies and technical standards.
• Provide technical advice on highway agreements to stakeholders.
• Review layouts, proposals and legal documentation.
• Monitor delivery of developer-funded highway works.
• Support governance, reporting and audit requirements.
