Job description

Senior Financial Analyst

ROLE
We need an experienced Senior Financial Analyst at the Marine Corps Public Health Center (NMCPHC) and the Naval Dosimetry Center (NDC). The NMCPHC is the Navy and Marine Corps center for public health services. The NDC serves as the Navy’s ionizing radiation dosimetry center of excellence for radiation protection programs for the Navy and Marine Corps. The NDC provides leadership and expertise to ensure mission readiness through disease prevention and health promotion in support of the National Military Strategy. RESPONSIBILITIES

  1. Develop and maintain standard operating procedures for audit readiness
  2. Assist in documenting for government to track fiscal resources
  3. Provide accounting support and onsite account maintenance
  4. Reconcile and prepare reports for Resource Management Directorate
  5. Provide technical support for receipts and disbursements
  6. Examine documents for accuracy and adequacy and take corrective action
  7. Assist with the budget analysis and administration for the government to maintain the ledger, budget formulation, consolidating, checking, and arranging funding data
  8. Provide tech support in the running of monthly reports
  9. Track and coordinate data for various taskers
  10. Run daily reports for current and previous years’ United States Standard General Ledger, Program Element Code status report, and the reimbursable work order reports
  11. Run weekly Active Documents List (ADL)
  12. Run monthly Reimbursable Work Order Grantor (RWOG) report for Comptroller approval and signature
  13. Research open funding documents to recoup funds
  14. Review Defense Travel System entries for accuracy before pushing to the Comptrollers level for approval
  15. Compile the triannual review from all sites and label and upload all documents to the system
  16. Reimbursable Work Order Grantor (RWOG) sample prep and upload
  17. Assist Resource Management personnel with scanning and Command Level Testing review and upload

REQUIRED QUALIFICATIONS

  1. Knowledge of budget execution
  2. Experience with budget analysis
  3. Experience in audit readiness with the ability to update or create Standard Operating Procedures (SOP) for audit processes, perform data pulls for audits, and coordinate Command level testing
  4. Knowledge of the Management Internal Controls Program (MICP) to assist with tracking, coordinating, documenting
  5. Ability to use Microsoft Suite

EDUCATION

  1. Bachelor’s degree or higher
  2. Five years of experience providing mid to senior-level support in accounting and budget

PREFERRED QUALIFICATIONS

  1. Technical expertise in various Department of Defense (DoD) budget and travel systems, including General Fund Enterprise Business Systems (GFEBS), Navy Enterprise Resource Planning (ERP), and Defense Travel System (DTS)
  2. Certified Defense Financial Manager (CDFM) certification preferred
  3. Knowledge of standardized Accounting and Reporting System (STARS-FL), Funds Administration, and Standardized Document Automation preferred
