Job Summary

This is an exciting time to join our team of 11 as we reshape roles and responsibilities across the team to support our ambition to achieve a pre-recess production of the account. These roles are critical to the accounts production and will play a leading part in the delivery of pre-recess accounts. The exact split of key responsibilities will be determined on appointment on the basis of candidate skill set.

Job Description

  • Production of the Statutory Accounts and consolidation schedule to the agreed timetable ensuring compliance with accounting standards.
  • Coordination of the annual report
  • Preparation of the remuneration & staff report
  • Lead on the management of sample evidence for the year end audit
  • Liaise with external audit to ensure smooth progression of the ARA to meet the laying timetable
  • Be responsible for the integrity and maintenance of the balance sheet ensuring that all accounts are reconciled monthly and appropriate actions executed in a timely manner
  • Improvement of payroll reconciliations and support the development of end-to-end process
  • Ensure UKHSA has a strategically sound cash-forecasting accounting model that will assist the business in longer term planning and meet the needs of the budgeting process.
  • Manage the cashflows to ensure that HM Treasury, Government Banking Service and Department of Health and Social Care regulations are adhered to at all times.
  • Use the UKHSA cash forecast model to prepare and submit the monthly returns to the Department of Health and Social Care relating to cash balances held including the calculation and drawdown of the monthly parliamentary funding.
  • Act as a subject expert, providing technical accounting advice in line with IFRS and the financial reporting manual (FReM) and other relevant Government guidance documents
  • Subject matter expert on other reporting and regulatory requirements such as IR35 compliance
  • Support the Head of Financial Accounting in accurately accounting for a number of complex technical accounting areas
  • Analysing current processes to identify and implement ways to improve processes and financial control
  • To undertake other duties and ad-hoc reconciliations as identified by the Head of Financial Accounting which are commensurate with the grade of the post, including at times providing operational support to the wider Financial Accounting team..

Essential Role Criteria

  • CCAB Qualified or finalist
  • Experience of producing statutory accounts for a large and complex organisation
  • A sound understanding of IFRS and other relevant standards
  • Proficient with financial reporting software and interrogating data.

Desirable Role Criteria

  • Experience of accounting and the Financial Reporting Manual (FReM)
  • Experience of managing cash flows for a large organisation

Location

This role is being offered as hybrid working based at any of our Core HQ’s. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at one of UKHSA's core HQ’s (Birmingham, Leeds, Liverpool, and London). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information

Market Pay Supplement (MPS) of £5000 is available To be eligible for the MPS, the individual must hold a qualified membership to a CCAB, CIMA or equivalent accountancy body and be in one of the in-scope roles within Finance, Performance, Risk and Assurance.
