Job summary

Bayman Atkinson Smythe Ltd, a North West housing provider, is seeking a Senior Finance Business Partner for Treasury & Development. Based in Cheshire with a hybrid working pattern, the role focuses on treasury, development finance and business planning to support strategic investment decisions.

You’ll partner with operational and senior colleagues, deliver robust financial modelling, scenario analysis and long-term planning, and lead a small finance team.

Qualifications

• Qualified or part-qualified accountant with social housing experience.
• Experience in treasury, funding, covenants and regulatory returns.
• Experience in development finance, cash flows or appraisals.
• Strong budgeting, forecasting and long-term planning skills.
• Financial modelling and scenario/stress-testing experience.

Senior Finance Business Partner – Treasury & Development | Cheshire/Hybrid| £55,000 | Permanent | 37 hours

We’re recruiting a Senior Finance Business Partner for a well-established North West housing provider, supporting some of the organisation’s most strategically important areas across Treasury, Development and Business Planning.

This is a broad role combining hands‑on financial management with forward‑looking analysis and business partnering. You’ll work closely with operational and senior colleagues, providing financial insight and challenge while helping shape longer‑term plans and investment decisions.

The Role

Reporting to the Head of Finance, you’ll take a lead role across:

• Budgeting, forecasting and business planning, including financial modelling and scenario analysis.
• Treasury reporting, cash flow forecasting and supporting funding decisions for major development schemes.
• Loan covenant monitoring, lender returns and regulatory metrics.
• Treasury and development inputs into the organisation’s long‑term Business Plan, including stress testing.
• Reviewing development cash flows, appraisals and scheme performance, working closely with Development colleagues.
• Preparing development budgets and forecasts and providing financial challenge around new proposals.
• Leading on the Development Fixed Asset and Grants Register, ensuring accurate integration with the wider housing fixed asset register.
• Month‑end and year‑end reporting and supporting Board and senior leadership reporting.
• Leading and developing members of the finance team.

The role has real breadth, with exposure to both day‑to‑day financial performance and the longer‑term funding and development decisions that underpin the organisation’s plans.

About You

You’ll be a qualified or part‑qualified accountant – CIMA, ACCA, ACA, CIPFA or equivalent – with strong business partnering skills and, importantly, experience within social housing.

We’re particularly interested in candidates who bring:

• Social housing treasury experience, including cash flow, funding, covenants and regulatory returns.
• Experience of development finance, development cash flows or appraisals.
• Strong budgeting, forecasting and longer‑term business planning skills.
• Financial modelling and scenario/stress‑testing experience.
• An understanding of capitalisation and fixed assets.
• Strong communication skills and the confidence to provide constructive challenge to senior and non‑finance colleagues.
• A proactive, commercial and collaborative approach.

You don’t necessarily need to have done every element of the role, but you will need a strong grounding in social housing finance and treasury, ideally combined with either development or business planning experience.
