Job summary

Warwickshire County Council's Estates Team seeks a Senior Estates Surveyor to support the Estates Commissioning Manager in delivering estate management priorities across a diverse portfolio.

You will act as the intelligent client for property matters, lead land assembly for infrastructure projects, and manage complex transactions while engaging with internal teams, tenants, consultants and external partners.

Qualifications

• MRICS or equivalent professional qualification preferred.
• Strong knowledge of estate management and property law.

Job description

The Estates Team provides professional property advice and support across all Directorates, working closely with services to develop estate strategies and align property solutions with commissioned service requirements.

The team delivers a broad range of estate management functions, including maximising property occupancy and income, identifying opportunities to acquire land and property in support of the Council Plan, and disposing of surplus assets to contribute towards Medium Term Financial Strategy (MTFS) objectives.

Through direct delivery and the management of specialist consultants, the team ensures that property and estate activities support corporate priorities, service outcomes and statutory obligations.

About the Role

As a Senior Estates Surveyor, you will work within a small team of property professionals, supporting the Estates Commissioning Manager in delivering the Council's estate management priorities and organisational objectives.

You will act as the intelligent client for a wide range of property matters across a diverse portfolio, providing strategic property advice and leading complex real estate transactions. The role requires the ability to build and maintain effective working relationships with internal stakeholders, tenants, consultants, legal advisers, external partners and Warwickshire Property Management (WPM), which works alongside the Estates Team to provide specialist property management services across the Council's operational and investment portfolio.

You will lead a broad range of property and estate initiatives, including land assembly to support major infrastructure and regeneration projects, property acquisitions and disposals, estate rationalisation programmes, and income generation from commercial and smallholding estates. Working collaboratively with commissioners, legal services and external consultants, you will secure value-for-money outcomes and support the delivery of the Council's wider strategic objectives.

Key Requirements

• Land assembly, site acquisition strategies and the management of specialist property consultants undertaking valuations, acquisitions and disposals.
• Managing a diverse property portfolio, including operational assets, commercial property and rural smallholding estates.
• Managing commercial lettings and income-generating property assets, identifying opportunities to maximise financial returns and asset value.
• Ensuring compliance with property law, estate management best practice and local government governance processes.
• Interpreting service requirements and developing, negotiating and implementing property solutions that support strategic objectives.
• Preparing business cases, option appraisals and briefing reports for senior managers, elected members and governance boards.
• Delivering programmes that support Council Plan priorities, MTFS objectives and capital receipt targets.
• Prioritising and managing revenue and capital investment requirements, ensuring expenditure is aligned with lease obligations, asset management principles and long-term estate strategies.
