Job summary

Warwickshire County Council seeks a confident Senior Civil Engineer to lead technical delivery of developer-funded highway improvements, applying highways expertise and NEC contract administration to enhance safety and connectivity.

You will supervise technical staff through feasibility, design, procurement and construction, ensure robust contract management and cost control, and communicate with stakeholders and senior managers.

Qualifications

• Senior Civil Engineer with highways technical knowledge and NEC contract administration experience.
• Experience delivering developer-funded highway improvement schemes.
• Strong governance, cost control and contract management skills.

Responsibilities

• Supervise technical staff to deliver highway projects to defined outcomes.
• Lead feasibility, detailed design, procurement and construction phases.
• Prepare fee proposals for S278 works and discuss with Developers and Clients.
• Prepare reports for Team Manager and Head of EDS.
• Manage conflicting priorities in local authority infrastructure delivery.
• Communicate effectively with colleagues and stakeholders in writing and orally.

Senior Engineers - Highways S278

Shape the future of Warwickshire's transport network.

We're looking for confident, experienced Civil Engineers with a wealth of highways technical knowledge and NEC contract administration experience to perform a senior technical role delivering developer-funded highway improvement schemes that make a real difference to local communities. From new link roads and junction upgrades to cycling and active travel projects, you'll play a key role in improving road safety, reducing congestion and enhancing connectivity across the county.

Supervising technical staff with varying degrees of experience and ability you will manage the delivery of minor and major highway projects to ensure successful project outcomes.

We need Senior Engineers who can:

• Supervise technical staff to deliver agreed outcomes;
• resolve issues and problems during the feasibility, detailed design, contract procurement and construction phases of a project;
• implement prescribed project governance arrangements;
• monitor and manage costs to ensure effective project control;
• ensure the effective management of contracts (construction contracts and professional services contracts);
• build good relationships, engage with colleagues and stakeholders, and communicate effectively - both orally and in writing;
• calculate fee proposals for S278 works. To discuss these proposals with Developers and other Clients, monitor costs and deal with financial queries;
• prepare work packages let to consultants through the professional services framework;
• prepare reports as appropriate for the Team Manager, Service Manager or Head of EDS;
• manage conflicting priorities and demands associated with local authority infrastructure delivery;
• remain composed in difficult circumstances, exercise sound judgement and make critical decisions; and
• operate in a matrix working environment.
