Job summary

North Devon District Council is seeking a Senior EHO (Private Sector Housing) to lead a regulatory service in Barnstaple. You will oversee housing safety, amenity and management of private housing, ensuring protection of residents' health and wellbeing.

The role requires in-depth knowledge of Housing Act 2004, ability to interpret legislation, and experience in policy development, with Chartered membership of the Institute of Environmental Health preferred. Hybrid working is offered.

Qualifications

• Knowledge of Housing Act 2004, Police and Criminal Evidence Act, and related guidance.
• Experience applying legislation in private sector housing contexts.
• Ability to interpret legislation, case law and policy to inform decisions.
• Evidence of ongoing professional development in housing/public health.

Responsibilities

• Lead the private sector housing regulatory service, ensuring responsive and programmed work.
• Develop programs for Category 1/2 hazards and HMO licensing.
• Provide expert advice to council services and external organisations.
• Procure and manage contracts; manage staff and partnerships.
• Communicate complex technical information clearly to staff, public and Councillors.
