Job summary

4Recruitment Services Ltd is recruiting for a Senior/Environmental Health Officer for a temporary 3-month contract in Harlow, Essex. The role is full-time and on-site four days a week from September 2026.

You will lead private sector housing enforcement, carry out HHSRS inspections, manage HMO licensing, and support legal actions while mentoring trainees and assisting with new housing legislation.

Qualifications

• Experience in Environmental Health within a Local Authority, preferably Private Sector Housing.
• Experience with HHSRS inspections and HMO licensing.
• Strong knowledge of housing legislation and enforcement processes.

Responsibilities

• Carry out Housing Health and Safety Rating System (HHSRS) inspections.
• Serve Improvement Notices and undertake housing enforcement activities.
• Manage Houses in Multiple Occupation (HMO) licensing.
• Issue civil penalties and support prosecutions where required.
• Support and mentor housing trainees within the team.
• Assist with implementing new housing legislation including Renters' Rights Act 2025.
