Job summary

Ciwmjobs is pleased to assist our client in recruiting an experienced Senior/Environmental Health Officer to join their Housing team in Harlow on an initial 3-month temporary contract.

The role is based in Harlow with 4 days per week on site from September 2026, offering a full-time schedule and an umbrella rate of £45.00–£50.00 per hour. You will lead inspections, enforcement actions and trainee support, contributing to improved housing standards.

Qualifications

• Experience of Environmental Health within Local Authority settings, particularly Private Sector Housing.
• Practical experience with HHSRS inspections, HMO licensing, enforcement and statutory notices.
• Strong understanding of housing legislation and enforcement procedures.
• Excellent report writing, communication and case management skills.
• Ability to work independently while supporting colleagues and trainees.
• Desirable degree or diploma in Environmental Health.
• Registration with the Environmental Health Registration Board (EHRB).

Responsibilities

• Carry out Housing Health and Safety Rating System (HHSRS) inspections.
• Serve Improvement Notices and undertake housing enforcement activities.
• Manage Houses in Multiple Occupation (HMO) licensing.
• Issue civil penalties and support prosecutions where required.
• Support and mentor housing trainees within the team.
• Assist with the implementation of new housing legislation, including Renters' Rights Act 2025 and regulatory requirements.
• Contribute to the council's commitment to maintaining high housing standards and regulatory compliance.
