Job description

Are you passionate about data quality, governance, and driving cultural change in how data is managed and used? Join Ofgem’s Markets Data Management Office (MDMO) and play a key role in embedding a robust Data Governance Framework across the Markets Group.

In this pivotal role, you’ll support the implementation of data governance policies, processes, and standards that enhance the quality, value, and usability of Markets data. Reporting to the Deputy Director, you’ll help shape and maintain the data governance framework, ensuring alignment with Ofgem’s wider data strategy.

You’ll work closely with stakeholders across all Markets directorates, promoting best practices in data management, fostering a culture of data sharing and literacy, and ensuring data is discoverable, usable, and fit for purpose.

Key Responsibilities
  1. Support the rollout and operationalization of the Markets data governance and quality framework.
  2. Collaborate with data owners, stewards, and technical teams to ensure consistent data practices.
  3. Lead and participate in data governance forums and committees.
  4. Develop and maintain data policies, standards, dictionaries, models, and flow documentation.
  5. Maintain governance risk and issue logs and provide expert guidance across the Markets Group.
About You

You bring proven experience in data governance, data quality, or data management, with a strong ability to work across technical and non-technical teams. You’re a confident communicator, capable of influencing stakeholders and driving change across complex environments.

Purpose

In this role, you will help support the delivery and embedding of the Data Governance Framework in the Markets group to enhance the quality, value, and usability of Markets data. You will provide data management and governance advice and guidance across all portfolios in the Markets Group, ensuring alignment with the overall Ofgem data governance framework. As a member of the Markets Data Management Office (MDMO), you will take direction from the Deputy Director to develop policies, processes, and guidelines for the Directorate General, with accountability for the delivery and maintenance of the data governance framework.

Additionally, you will engage with stakeholders across the Markets group to help foster an environment that promotes a culture of data sharing, protection, and discovery through the improvement of data literacy. Your responsibilities will include supporting the operationalization of the data governance framework and actively collaborating with data users within multiple forums. By working across a wider range of stakeholders, you will ensure that Markets data are discoverable, useable, governed, and fit for purpose.

Key Responsibilities
  1. Support the establishment and implementation of the Markets data governance framework.
  2. Attend, and where required lead, data governance forums & help facilitate data governance committees.
  3. Advise, lead, and collaborate with all data owners, stewards, and data stakeholders.
  4. Proven experience of working effectively with stakeholders in specialist and technical roles, including Data Engineering, Data Modelling and Data Architecture.
  5. Proven experience of working collaboratively across boundaries to secure buy-in and create solutions that work for all stakeholders.
  6. Work with others in the Markets Data Management Office to:
    • Ensure support and guidance are in place for data across all areas of Markets.
    • Maintain data governance risk and issue logs.
    • Document and maintain data flows and models.
    • Build trust and form close working relationships with relevant business colleagues.
Person specification
Role Criteria
  • Background in creating and maintaining data quality policies, controls, processes, and standards (LEAD)
  • Excellent interpersonal and communication skills (written and oral)(LEAD)
  • Understanding of GDPR and DPA regulations
  • Broad experience across all aspects of Information Management including architecture, delivery, and reporting & analytics.
  • Excellent interpersonal and communication skills required given the diverse nature of Ofgem’s operating landscape.
  • Good understanding of Data analysis and IT related risks and issues.
  • Worked in similar diverse organisational environments.
  • Experience in an agile working environment.
  • Experience working with regulation or equivalent.
