Job summary

Oxfordshire County Council is seeking a Senior Data and Insight Specialist to transform raw data into actionable insight that supports workforce planning and strategic decisions. You will design and deliver Power BI dashboards and work with SAP, IBC and other systems to create clear, data‑driven stories for senior stakeholders.

You will analyse large datasets, apply advanced Excel skills, and develop efficient data models with DAX where appropriate.

Qualifications

About the Role

As a Senior Data and Insight Specialist, you will play a key part in transforming raw data into meaningful insight that supports strategic workforce planning and organisational decision making. Working closely with the Data & Insight Team Manager and Strategic People Partners, you will extract, manipulate, and interpret data from multiple systems-including SAP, IBC and other management information systems-to develop high quality reporting and analytics.

A significant element of the role will involve designing and delivering intuitive front end Power BI dashboards, ensuring information is clear, coherent, and tells a compelling story. You will work with large and complex datasets, apply advanced Excel skills, and ideally utilise DAX to optimise data models. Experience with SQL queries would be a strong advantage. Your analysis will help shape solutions, identify root causes, and support continuous improvement across the Council.

Skills

You are an analytical thinker with a passion for turning data into actionable insight. You have strong technical skills in data manipulation, modelling, and visualisation, with experience using Power BI to create accessible, user focused dashboards. You are confident working with multiple data sources, comfortable using Excel to a high standard, and ideally familiar with DAX and/or SQL.
