MAIN PURPOSE OF ROLE

  • Perform as the Commission Manager, overseeing end-to-end service delivery
  • Ensure client objectives are met through effective cost management

SCOPE

Senior Cost Managers typically handle projects valued between £10m and £50m, depending on complexity.

KEY ACCOUNTABILITIES

Commission Management:

  • Coach junior staff, assign roles for effective cost management
  • Advise clients on feasibility and procurement options
  • Manage estimating, cost planning, tendering, and procurement processes
  • Handle contract administration, cost variances, and change control
  • Review cost allowances and carry out valuations
  • Produce and present monthly cost reports
  • Negotiate final accounts and interface with stakeholders
  • Lead cost management teams when appropriate
  • Utilize digital tools like The Hive, CostX, Market Rates App, eTender Platform, and Cost Control App
  • Implement carbon accounting tools and support sustainability strategies
  • Manage internal fees, job costing, and resourcing

Marketing and Business Development:

  • Identify and report new business opportunities
  • Develop professional networks and lead bid submissions
  • Improve cost management procedures and participate in external activities

Internal Management:

  • Ensure knowledge sharing and process improvements
  • Mentor junior staff
  • Manage projects using D365

Reporting and KPIs

Report to senior management; assessed on project management, client relationships, team leadership, business development, margin tracking, and data management.

Candidates should demonstrate:

  • Autonomy and initiative
  • Chartered status (e.g., RICS)
  • Professional demeanor
  • Organization and prioritization skills
  • Collaborative ability and relationship-building
  • Work under pressure and delegate effectively

Qualifications and Skills

  • Knowledge of construction methods, procurement routes, and contract forms (JCT/NEC)
  • Expertise in measurement, cost planning, and NRM
  • Negotiation and communication skills
  • Proven track record in delivering high-quality cost management services
  • Professional qualification (e.g., RICS) and relevant degree or HNC
  • Ability to manage multiple projects successfully
