Job summary

HS2 Ltd is seeking a Senior Policy & Process Manager to lead the development, maintenance and continuous improvement of HS2's Cost Assurance system. You will ensure policies, processes, governance and controls support Managing Public Money principles and provide evidence to the Accounting Officer.

You will drive integration of Cost Assurance across Commercial, Finance, Project Controls, Risk and Counter-Fraud, defining clear assurance accountabilities and delivering expert guidance to delivery

Qualifications

• Experience in developing policies and end-to-end processes.
• Ability to map and improve complex business processes.
• Strong communication skills to document guidance and training.

Responsibilities

• Develop, implement and maintain the Cost Assurance architecture and controls.
• Ensure compliance with Managing Public Money principles and provide evidence to the Accounting Officer.
• Integrate Cost Assurance with Commercial, Finance, Project Controls, Risk and Counter-Fraud teams.
• Define and communicate assurance accountabilities and align with the Three Lines of Defence.
• Provide expert advice to delivery teams and supply chain partners on policies and processes.
• Monitor legislation and industry developments to keep frameworks compliant.
• Identify opportunities for continuous improvement and implement enhancements.
• Promote simplicity and ensure Cost Assurance is integrated into existing processes.
• Support the Head of Cost Assurance Strategy in achieving strategic objectives.
