Position Purpose

The Senior Consultant, Subject Expert provides commercial and technical leadership for marine survey and subsea proposals across TGS Marine Consulting’s international markets.

The role connects client requirements with operational reality, combining hydrographic survey, project management and tendering expertise to develop route survey, UXO, ROV, geotechnical and construction-support solutions.

The position is accountable for RFQ assessment, tender strategy, risk review, client interface, supplier coordination and handover into project execution.

Principal Accountabilities
  • Tender Strategy and Bid Leadership

    Lead tenders from RFQ receipt through award and project initiation, including:

    • Opportunity assessment: review scope, contracts, exposure and risk.
    • Technical solution: define strategy, vessel spread, resources and deliverables.
    • Commercial coordination: align pricing, schedule, assumptions and suppliers.
  • Tender Review and Risk Challenge

    • Challenge tender strategies against capability, safety, schedule, risk and return.
    • Ensure submissions are commercially realistic, technically sound and capable of being delivered safely.
    • Use project lessons learned to strengthen estimating, risk controls and tender quality.
  • Compliant and Executable Submissions

    • Develop a clear bid basis, including clarifications, assumptions and qualifications.
    • Coordinate integrated cost, resource and programme development.
    • Manage structured subcontractor and supplier engagement.
    • Support effective handover to finance, operations and project teams.
  • Stakeholder Alignment

    • Align commercial, technical, HSE, legal, finance and operations stakeholders.
    • Ensure key decisions, risks and responsibilities are clearly documented and communicated.
  • Client Leadership and Stakeholder Management

    • Act as the client interface throughout pre‑qualification, clarification, negotiation and award.
    • Translate client objectives into sound, responsible and operationally achievable solutions.
    • Lead presentations, meetings and negotiations with clients, partners, subcontractors and suppliers.
    • Represent TGS Marine Consulting at industry forums, exhibitions and selected client events.
    • Build relationships that support repeat business, early engagement and cross‑selling across TGS and 4C capabilities.
  • Technical Consultancy and Subject Matter Expertise

    • Provide authoritative advice across hydrographic survey, geophysics, cable routes, UXO, ROV and construction support.
    • Guide work from feasibility and survey design through mobilisation, execution, review, reporting and installation support.
    • Review tender documents, methods, data requirements and deliverables for accuracy, compliance and constructability.
    • Advise on vessel selection, survey spread configuration, contractor interfaces and offshore performance risks.
  • Team Leadership and Delivery Integration

    • Coordinate multidisciplinary tender teams under deadlines, with clear responsibilities and decision points.
    • Mentor managers and consultants in bid strategy, technical writing, risk assessment and client engagement.
    • Connect tender assumptions with project start‑up so delivery teams understand scope, price, risks and commitments.
    • Improve commercial tools, golden rules, templates and lessons‑learned processes.
  • Governance, Commercial Control and HSE

    • Oversee bid approvals, contractual exposure, pricing, margin, contingency, schedule and resources.
    • Ensure proposed operations align with TGS governance, quality, HSE, legal and ethical requirements.
    • Promote transparent risk reporting, documented assumptions, escalation and accountable decisions.
Experience and Professional Background
Essential
  • Extensive experience in marine survey, hydrographic operations, subsea engineering, renewables or energy projects.
  • Strong record managing complex tenders from RFQ assessment through negotiation, award and handover.
  • Project‑management experience covering vessel mobilisation, offshore delivery, budgets, schedules and client deliverables.
  • Deep knowledge of geophysical and geotechnical survey, cable routes, UXO, ROV and construction support.
  • Experience developing solutions for multi‑vessel, multi‑discipline and time‑critical projects.
  • Sound judgement in commercial, contractual, HSE and operational risk assessment.
  • Excellent communication with senior clients, operational teams, suppliers and decision‑makers.
  • Living in, or willing to relocate to, the Norwich area.

  • FIG/IHO Category A hydrographic qualification, relevant degree or comparable senior professional expertise.
