The Opportunity

We have a fantastic opportunity for a permanent Senior Commercial Manager to join the Amey team . This role will sit within the growing Amey Advisory business, supporting opportunities and projects across the Central Government & Defence, Environment, Energy & Industry, and Transportation sectors, as well as international opportunities.

The team operates largely within established client frameworks and long-term relationships, providing strategic consultancy, engineering, programme management and advisory services to a diverse portfolio of public and private sector clients.

Responsibilities include:

• Support and lead commercial activities associated with framework and call-off opportunities, ensuring robust contract review, risk identification, mitigation planning and commercial governance compliance.
• Review and challenge pricing strategies, fee proposals, assumptions and commercial submissions to ensure alignment with business objectives and acceptable risk profiles.
• Provide commercial leadership throughout bid development, working closely with delivery, bid and operational teams to expedite opportunities and maintain a high throughput of quality submissions.
• Support adherence to corporate governance requirements, including General Authorities Schedule approvals, delegated authorities and commercial assurance processes.
• Manage subcontractor and consultant engagements, ensuring effective procurement, administration, performance management and compliance with contractual obligations.
• Support the preparation, review and challenge of Cost Value Reconciliations (CVRs), forecasting and reporting activities to ensure robust financial control and informed decision-making.
• Provide commercial support during monthly financial reporting cycles and month-end activities, including review and challenge of project performance, revenue recognition, cost accruals and forecast assumptions.
• Work collaboratively with Project Managers, Framework Managers and Delivery Leads to identify improvement opportunities and drive commercial performance across a portfolio of projects and programmes.

What you will bring to us:

• A Commercial related Degree qualification (RICS accredited or equivalent) is desirable, or able to demonstrate a proven track record in quantity surveying / financial cost control in either a Contractor or PQS environment
• Suitable experience in a similar Senior Commercial Manager role
• Membership of an appropriate professional institution
• Have or be working towards a relevant professional qualification
• Strong commercial acumen with demonstrable experience of subcontractor, supplier and consultant management within a professional services or consultancy environment.
• Proficiency in SAP and Microsoft Office applications, particularly Excel, Word, PowerPoint and Teams, with the ability to analyse and present commercial information effectively.
• Strong interpersonal and stakeholder management skills, with the ability to build trusted relationships across delivery, operational, finance and bid teams.
• Ability to balance commercial governance requirements with the need to respond rapidly to business opportunities and client requirements.
• Experience supporting framework-based consultancy or professional services contracts, including call-off arrangements and public sector procurement routes.
• Experience of preparing, reviewing and negotiating professional services contracts and consultancy fee proposals.
• Experience operating within regulated procurement and governance environments, particularly across public sector, infrastructure or defence-related markets.
