Job summary

Transport Scotland is seeking a Senior Civil Engineer to support the A9 Dualling Programme, delivering major transport projects and advance works. The role involves technical leadership, collaboration with consultants and contractors, and governance across procurement, design and construction.

Post holders will report to a senior Delivery team leader within the A9 Dualling Team and work with internal stakeholders, local authorities and landowners to ensure on-time, on-budget and high-quality

Qualifications

• Significant experience in major transport infrastructure projects.
• Strong procurement and contract management experience in public sector.
• Ability to lead multi-disciplinary teams and report to senior management.

Responsibilities

• Undertake the procurement and contract management of works, services and supplies in line with public procurement legislation, governance requirements and best practice.
• Manage the day-to-day delivery of major transport projects through all stages of development and construction, ensuring projects are delivered safely, on time, within budget and to the required quality standards.
• Manage project performance, managing risks, issues and opportunities, and providing regular reports to senior management and stakeholders.
• Review engineering designs, technical reports, specifications and submissions produced by consultants and contractors.
• Prepare and maintain project governance documentation, including project plans, business cases, benefits realisation plans and associated approvals.
• Manage project budgets, expenditure and financial forecasting, ensuring value for money and early identification of financial or programme risks.
• Monitor consultant and contractor performance, including progress, quality, cost and programme outcomes.
• Build and maintain effective relationships with internal and external stakeholders, including colleagues across Transport Scotland, the Scottish Government, local authorities, consultants, contractors and landowners.
• Represent Transport Scotland at stakeholder meetings, public events, site visits and consultations.
• Prepare technical reports, briefing papers and recommendations for senior managers and governance boards.
• Draft responses to enquiries from stakeholders, the public, media and elected representatives, including contributions to Freedom of Information requests, Ministerial correspondence and Parliamentary Questions.
