Durham County Council is seeking an experienced Commissioner to lead the commissioning of high-quality children's social care services on a temporary, full-time basis (37 hours per week) until 31 July 2028. The role focuses on developing and procuring independent accommodation, fostering, and supported accommodation to meet local needs.

Formación

• Degree or recognised professional qualification in social care, health, housing, social policy, research, management, education, or related field.
• Understanding of commissioning and placement brokerage processes.
• Substantial experience within a relevant area including policy and/or project work.
• Experience and knowledge of multi‑agency working within social care, health or housing.
• Evidence of successful developments in sphere of work.

Responsabilidades

• Lead development of independent accommodation, care and support provider markets.
• Lead on commissioning of Independent Fostering Agencies, Children's Homes and Supported Accommodation.
• Analyse market intelligence and develop option appraisals and business cases; lead procurement exercises.
• Monitor, evaluate and report progress to senior leaders; work with Strategic Commissioning Manager.
• Deliver duties in line with the Council's OPEN values (open, people-focused, empowering, innovative).
