Job description

Help improve the digital services that support road safety and millions of drivers, vehicles and businesses across Great Britain.

The Driver and Vehicle Standards Agency (DVSA), in partnership with Inspire People, are seeking a Senior Business Analyst to lead business analysis activities within agile, multidisciplinary delivery teams, translate user and business needs into clear requirements, and support the development of user-centred digital services. Permanent role, salary of £44,241 plus a 28.97% employer pension contribution and Civil Service benefits. Flexible, hybrid working from Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham, Birmingham or Uxbridge.

Help Improve Digital Services at DVSA

DVSA helps keep Great Britain's roads safe, delivering services used by drivers, vehicles and businesses across the country. Its Digital Services and Technology Directorate develops and improves digital products and services to meet user needs and support the agency's objectives.

Reporting to a Lead Business Analyst, you will work closely with Product Owners, developers, testers and other colleagues across agile delivery teams. You will investigate business needs, define and validate requirements, refine product backlogs and help teams deliver valuable service improvements. You will also support and mentor fellow Business Analysts and contribute to the wider Business Analysis community.

As a Senior Business Analyst, you will:
  • Lead business analysis activities across digital projects and products, investigating business problems, user needs and opportunities for service improvement
  • Work with Product Owners and technical colleagues to define and refine user stories, acceptance criteria, and functional and non-functional requirements
  • Maintain and prioritise product backlogs, assess options and impacts, and help resolve risks, issues and changes affecting delivery
  • Engage stakeholders across the organisation, use appropriate analysis and process-modelling techniques, and coach and mentor other Business Analysts
Essential skills for the Senior Business Analyst:
  • Hold The British Computer Society International Diploma in Business Analysis or equivalent
  • Experience delivering business analysis in agile, multidisciplinary teams, working collaboratively with Product Owners, developers and testers
  • Experience leading analysis activities, identifying user needs and translating business requirements into user stories and acceptance criteria
  • Ability to investigate complex problems, assess options and model business processes using appropriate business analysis tools and techniques
  • Experience engaging a range of stakeholders and coaching, developing or mentoring other Business Analysts
Additional experience relevant to the Senior Business Analyst role:
  • Using Scrum or Kanban to deliver digital products or projects and manage competing priorities
  • Analysing functional, non-functional, stakeholder and transition requirements
  • Assessing the feasibility and operational impact of solutions using evidence and data
  • Candidates based in Uxbridge (contractual location Yeading) will receive a London Weighting allowance of £4,000
Location
  • Hybrid working with a minimum of 60% office attendance across the month
  • Available locations: Bristol, Swansea, Leeds, Nottingham, Newcastle, Oldham (Chadderton), Birmingham (Garretts Green) or Uxbridge
  • The Uxbridge office is a temporary base while works take place at Yeading, the contractual location. Employees will move to Yeading when it reopens in 2028. Some travel to other offices, including overnight stays, may be required.
In return, you can expect a flexible working culture, including:
  • Employer pension contribution of 28.97% of your salary. Read more about Civil Service Pensions here
  • 25 days annual leave, increasing by 1 day each year of service (up to a maximum of 30 days annual leave).
  • 8 Bank Holidays plus an additional Privilege Day to mark the King’s birthday.
  • Access to the staff discount portal.
  • Career development opportunities, including support for relevant professional qualifications and training.
  • 24-hour Employee Assistance Programme providing free confidential help and advice for staff.
Additional Requirements
  • DVSA expect everyone to spend 60% of their working time in one of the offices, typically 3 days / week
  • The post is subject to BPSS level clearance
  • Visa Applicants: To sponsor a candidate under the Skilled Worker visa, a sponsorship licence is required. The DVSA does not currently hold this licence and therefore cannot legally sponsor Skilled Worker visa applicants.
Why Join?

You will have a hands-on role in improving digital services that support road safety and are used by people and businesses across Great Britain. Working in multidisciplinary teams, you will help turn complex challenges into practical, user-centred solutions while supporting other analysts to develop their skills.

Alongside meaningful public service work, you will benefit from flexible working arrangements, opportunities for professional development and a Civil Service pension with a 28.97% employer contribution.
