Job summary

Network Rail is seeking an experienced signalling engineer to define and deliver renewal, refurbishment and enhancement programmes. You will oversee robust specifications, acceptance criteria and ensure high standards of quality and safety across assets.

The role requires substantial signalling experience, Incorporated Engineer status or equivalent, and a UK driving licence. A competitive salary package and comprehensive benefits are offered in a Band 3.C role.

Qualifications

• Incorporated Engineer qualification or equivalent professional standing.
• Degree in a relevant subject or equivalent required.
• Membership of a professional institution is essential.
• Substantial signalling engineering experience, especially renewals/enhancements.
• Holds relevant professional licences and technical qualifications.
• Understanding of policy, safety and performance standards in signal engineering.
• Holds a valid UK driving licence.

Responsibilities

• Contribute to route strategy development and prioritised signalling workbank.
• Lead development of renewal, refurbishment and enhancement work banks.
• Specify renewal requirements criteria and ensure design approval processes.
• Support handover to delivery and verify scope, deliverables, and asset management plans.
• Provide signalling input to enhancement projects per asset policies and standards.
• Identify national issues and support national standard development.
• Maintain accurate asset records reflecting current as-built status.
• Participate in incident investigations as required.
• Lead verification activities in the verification programme.
• Contribute to route asset management plans and maintenance.
• Carry out asset condition inspections informing the renewal work bank.

About the role

Lead the definition and delivery of signalling engineering requirements that drive major renewal, refurbishment, and enhancement programmes. Oversee the development of robust project specifications and acceptance criteria, ensuring signalling solutions are delivered to the highest standards of quality, performance, and compliance with company asset policies.

Your experience and skills

Key Accountabilities

• 1) Contribute to the development of route strategies and the prioritised signalling workbank. Manage the inclusion of allocated items into appropriate programmes and monitor through to completion, including approval of programme changes. Determine and advise on the implications if work is not undertaken in the recommended time-frame including impact on appropriate asset measures and outputs.
• 2) Lead the development and implementation of the Signalling renewal, refurbishment and enhancement work bank to deliver Network Rail's goals, including attending site to confirm asset condition.
• 3) Lead the specification and acceptance of the renewal requirements criteria for Signalling engineering works including design approval and any specific requirements for acceptance of the equipment into maintenance.
• 4) Following handover to delivery, support the development and implementation of projects to confirm the renewals requirements are correctly interpreted, that any changes in scope are agreed, the agreed deliverables in the asset management plan are delivered and that the scheme delivers the project remit.
• 5) Lead the provision of Signalling engineering input to enhancement projects such that they are specified and accepted in accordance with company asset policies and standards.
• 6) Identify issues of national significance and elevate to the national team. Support the development and review of national standards relating to renewals and enhancements.
• 7) Check that accurate and comprehensive records relating to the existence, configuration and modification history of signalling engineering assets are maintained and that they accurately reflect their current 'as built' status.
• 8) Participate in investigations of incidents as required.
• 9) Lead and participate in engineering verification activities in support of the verification programme.
• 10) Contribute to the development and maintenance of route asset management plans.
• 11) Carry out asset condition inspections that will inform the signalling asset condition database and the renewals work bank.

• Substantial signalling engineering experience, particularly related to renewals and enhancements
• Holds relevant professional licences and technical qualifications.
• An understanding of policy and technical, safety and performance standards relating to signal engineering
• Holds valid UK driving licence

Desirable

• Chartered Engineer
• An understanding of safety management systems and risk assessment techniques
• Knowledge of investment processes and procedures, including relevant computer systems
• Experience in the integration of complex engineering systems
• Knowledge of project management techniques
