Job summary

Charnwood Borough Council is seeking a proactive Programme Delivery Manager to lead the strategic and operational delivery of the capital and revenue budgets for Landlord Services. You will oversee the housing major improvement programme and asset portfolio, including compliance works and Awaab's Law implications, while driving safety, accountability and continuous improvement.

Qualifications

• Relevant construction qualification or RICS/CIOB membership.
• Proven experience in housing, property, or public sector environments.
• Strong understanding of housing legislation and environmental health.

Responsibilities

• Oversee day-to-day delivery of housing major repair, cyclical and capital programmes and compliance services.
• Identify investment programmes and support the overarching housing investment plan.
• Monitor KPIs and provide reports on performance against targets and affordability.
• Ensure records of the stock are collected, analysed, and maintained in the Asset Management Database (Stock Condition Surveys, asbestos data, energy certificates, etc.).
• Contribute to procurement processes to deliver Decent Homes and major capital projects.
• Provide leadership and development for team members with line management responsibility.
• Champion tenant safety and engagement through clear communication and partnership working.
• Ensure services deliver quality improvements, value for money and excellent customer care.
