Essex County Council is seeking a SEND Operations Partner to lead SEND Operations Co‑ordinators across a quadrant, delivering statutory duties for EHCPs and reviews in line with the SEND Code of Practice 2015. The role requires driving mobility across the district, an ability to manage complex cases and collaborate with Health and Social Care partners.

This 12-month fixed-term or secondment position is hybrid, based in Chelmsford with a requirement to be in the office at least one day per month.

Competenze

• Educated to RQF level 4 (Diploma) or equivalent by experience.
• Evidence of continuing professional development with knowledge in relevant area.
• Excellent leadership and behavioural skills with ability to work autonomously.
• Excellent verbal and written communication and relationship-building.
• Experience of dispute resolution through mediation and negotiation.
• Knowledge of the Children and Families Act 2014 and SEND Code of Practice 2015.
• Experience with children and young people with SEND and their families.
• Experience reviewing and QA of EHCPs.

Mansioni

• Lead a team of SEND Operations Co‑ordinators and Assistants within a quadrant, coordinating induction, training and development and workload allocation.
• Develop best practice with the SEND Operations Lead and quality assure EHCP processes.
• Deliver assessment and review processes for children/young people with SEND for a dedicated caseload.
• Secure appropriate educational provision within and out of the Authority for all Essex CYP with an EHCP.
• Collaborate with Health and Social Care partners to involve them in the EHCP process.
• Manage queries and complaints with Inclusion Partners and report progress.
• Progress complex CYP cases, including mediation and refusal-to-assess scenarios.
• Prepare papers for complaints, tribunal cases, Ombudsman enquiries and correspondence for senior managers.
• Contribute to decision making on EHCNAs, EHCPs and allocation of resources.
