Job summary

The Royal Borough of Windsor & Maidenhead is seeking a SELMS Consortium Manager to lead strategic, operational and commercial management of the SELMS consortium. You will oversee contracts, supplier relationships and major projects across 14 partner authorities.

Working with senior library leaders and consultants, you will drive value, service improvement and innovation while ensuring effective governance and stakeholder engagement across the network.

Qualifications

  • Experience of contract management, supplier performance and commercial negotiation.
  • Strong systems management knowledge, large-scale business-critical systems or technology platforms.
  • Proven ability to lead complex partnerships, influence stakeholders and maintain focus on priorities.
  • Project management experience including planning, governance and change management.
  • Excellent communication, influencing and negotiation skills with senior stakeholders across organisations.
  • Experience of budget management and securing value for money through contractual arrangements.
  • Understanding of libraries, library management systems or the public sector environment would be beneficial.
  • Ability to balance competing priorities, risks and expectations while delivering outcomes.

Responsibilities

  • Lead consortium-wide procurement, contracts and supplier relationships; manage major projects and strategic initiatives with objectives, timescales and budgets.
  • Act as the principal contact for partner authorities, suppliers and consultants on partnership-wide matters.
  • Drive collaboration across diverse stakeholders while maintaining focus on strategic priorities.
  • Manage consortium finances, budgets, partner recharges and procurement activities to secure best value and performance.
  • Support and advise the SELMS Steering Board and Development Group to enable informed decisions.
  • Identify opportunities for technological advancement and future development across the partnership.
  • Identify opportunities for new partnerships and onboarding, considering local government reorganisation.

The role:

Reporting to the Head of Libraries and Resident Contact,and underthe guidance of the SELMS Chair and Steering Board,you will lead the strategic,operationaland commercial management of the SELMS consortium. You willbe responsible formanaging contracts, supplier relationships, major projects, governancearrangementsand stakeholder engagement across 14 partner authorities. Working closely with senior library leaders,suppliersand consultants, you will ensure partnersremainfocused on agreed priorities, achieving effective outcomes that deliver value,innovationand service improvement.

Your role will involve:
  • Leading all consortium-wideprocurement,contract management activitiesandsupplier relationshipsManaging major projects and strategic initiatives on behalf of the partnership, ensuring delivery against agreedobjectives,timescalesand budgets.
  • Acting as the principal point of contact for partner authorities,suppliersand consultants on partnership-wide matters.
  • Driving collaboration across diverse stakeholders, balancing competingdemandsandmaintainingfocus on strategic priorities.
  • Managing consortium finances, budgets, partnerrechargesand procurement activities to secure best value and performance.

What we are looking for:
  • Demonstrable experience of contract management, including supplier performance management, procurementactivityand commercial negotiation.
  • Strong systems management knowledge, ideally gained through responsibility for large-scale business-critical systems or technology platforms.
  • Proven ability to lead complex partnerships, influence stakeholders andmaintainfocus on key priorities while appropriately managing non-essential issues.
  • Project management experience, including planning, delivery,governanceand change management.
