Job summary

Transport for London (TfL) is seeking an experienced Operations & Development Manager (Band 3) to lead the design and delivery of RUC initiatives including Congestion Charge, Low Emission Zone, Ultra Low Emission Zone, and related schemes. The role focuses on value-for-money, customer-centric services, and delivering improvements across London’s transport operations.

Qualifications

• Ability to understand and develop contractual documents and requirements to suit a complex public sector transport environment.
• Knowledge of working within a legal framework including reading and applying legislation to an operation.
• Detailed knowledge of delivering business initiatives that support high value, customer facing, large volume contracts.
• Knowledge of delivery processes with internal/external suppliers in fast-moving environments, ensuring on-time, on-budget performance.

Responsibilities

• Manage the delivery of operational transformational activity that improves supplier performance, customer satisfaction, cost reduction or income growth.
• Own and oversee commissioning, management and assurance of RUC initiatives, from requirements to delivery and transition to live operation.
• Liaise with RUC and delivery teams across TfL and suppliers to ensure initiatives meet operational standards.
• Use management information to identify opportunities for performance and savings targets.
• Support procurement through requirements, bidder evaluation, and transition to live operation.
• Lead, recruit, manage and develop a team with clear accountabilities and targets.
• Perform ad hoc duties as directed by senior management.
