Job summary

TfL, GLA or OPDC seeks a Project Manager to lead the RUC Relet programme and related change activities. You will manage pan-TfL matrix teams at the intersection of technology, procurement and operations to deliver new contracts for RUC services, ensuring delivery on time, budget, scope and quality.

You will optimise resources and collaborate with senior TfL leadership and external stakeholders to realise benefits. The role requires dynamic, resourceful leadership in a fast-paced environment.

Responsibilities

  • Plan and manage projects using TfL delivery methodology and governance structures to ensure delivery of intended business benefits.
  • Engage, contribute and support Project Management Community hub activities and promote continuous improvement on project delivery.
  • Establish and maintain professional working relationships with contractor/delivery partners to ensure delivery of business benefits.
  • Negotiate, procure and authorize contracts and variations, and approve payments to meet value for money criteria.
  • Provide performance and development management for direct reports.
  • Identify interfaces and dependencies between projects and other activities.
  • Contribute to preparation and upkeep of project implementation plans, responsibility matrices, detailed programmes, costs and resources.
  • Oversee day-to-day governance, reporting and control structures with risks and decisions escalated as appropriate.
  • Ensure compliance with health and safety legislation and promote TfL safety culture.

Job Purpose:

Transport for London’s Road User Charging (RUC) team sits at the centre of how the capital manages congestion, improves air quality, and keeps the city moving. Overseeing major schemes such as the Congestion Charge, ULEZ and TUC, the business area delivers and evolves the systems, policies and digital services that support cleaner travel and reduce traffic across London. With ongoing updates to charging policy, RUC is a fast‑paced environment shaping the future of sustainable transport.

Within RUC, the new RUC Relet Team are accountable for the successful delivery of the business‑critical RUC Relet programme and other significant change activities. Providing strategic leadership across a complex matrix of disciplines, managing risks, interdependencies, and the rationalisation of multiple complex systems (including technical design and procurement) across the RUC portfolio. The team will work in partnership with senior leadership across TfL and with external stakeholders to ensure objectives are achieved and benefits realised.

We’re looking for a Project Manager who is dynamic, resourceful and fully engaged in tackling new challenges and an evolving portfolio of change. You will manage pan‑TfL matrix teams at the intersection of technology, procurement and operations in a range of projects that deliver new contracts for our RUC services, and implement changes to our schemes. You will have responsibility for delivering the projects to time, budget, scope and quality, and will optimise the allocation and utilisation of project resources including management professionals, subject matter experts and external suppliers.

This is an exciting opportunity to play a key leading role in the establishment of a new team, and in embedding the culture and ways of working that will ensure we deliver for London.

Key Accountabilities:
  • Plan and manage projects using TfL delivery methodology and governance structures to ensure delivery of intended business benefits.
  • Engage, contribute and support Project Management Community (PMC) hub activities including collaborative working, sharing lessons/best practice and cross pollination of ideas across PMC hubs and asset areas. Promote continuous improvement on project delivery.
  • Establish and maintain a good, professional and pro‑active working relationship with the Contractor/Delivery partner's project management team where applicable to ensure delivery of intended business benefits.
  • Within agreed authority levels, negotiate, procure and authorise all project contracts and variations and approve and authorise all payment to meet value for money criteria.
  • Responsible for providing effective performance and development management responsibilities for any direct reports.
  • Identify and manage any interfaces and dependencies between the assigned project and other ongoing activities/projects.
  • Contribute to preparation and upkeep of project implementation plan, including responsibility matrix, detailed programmes and cost and resource plans.
  • Responsible for the day‑to‑day management of project governance, reporting and control structures, with issues, risks and decisions escalated through the agreed governance arrangements as appropriate.
  • Responsible for compliance with relevant health and safety legislation and contributing to the TfL Health and Safety culture, resolving arising issues or escalating as appropriate and ensuring safe delivery in line with the corporate safety vision.
Skills:
  • Proven ability to prepare plans to tight timescales within multi‑stakeholder environments
  • Skilled problem solver with proven ability to resolve complex issues with skill and judgment, and ability to think clearly under pressure. Good at managing workload of self and reports and flexing approach to meet objectives
  • Proven ability to build working relationships with colleagues and external stakeholders and in meeting TfL and Mayoral objectives
