Job summary

West Midlands Combined Authority (WMCA) is seeking a Project Manager to lead retrofit delivery across domestic and public buildings in the West Midlands. You will mobilise projects, manage budgets, monitor progress and ensure compliance with PAS 2030, building control, and quality checks, working with local authorities, housing associations and contractors.

The role is fixed-term until 31 March 2028, requiring strong stakeholder engagement, analytical skills and the ability to drive projects

Qualifications

• Experience of supporting or managing Retrofit/Construction projects.
• Experience of stakeholder engagement and management.
• Experience of working with diverse stakeholders to achieve shared goals.
• Experience of developing systems and processes to support project appraisal, implementation and delivery.
• Experience of achieving set milestones and financial forecasting throughout the delivery cycle.
• Excellent analytical skills, with the ability to review information and determine the best approach.
• Excellent interpersonal and communication skills for diverse audiences.

Responsibilities

• Managing and monitoring building retrofit projects from mobilisation to practical completion and close-down.
• Building strong relationships with local authorities, housing associations and contractors.
• Reviewing project performance and KPIs, identifying concerns and providing recommendations.
• Developing and maintaining project quality controls, plans, risk registers and reports.
• Supporting budgets through cost verification, forecasting and governance.
