Job summary

West Midlands Combined Authority (WMCA) is seeking a Project Manager to lead Retrofit Delivery projects across the West Midlands, mobilising and managing building retrofit schemes with local authorities, housing associations, contractors and partners to meet milestones, budgets and quality checks.

The role demands strong stakeholder engagement, analytical thinking and experience with PAS 2030, Local Planning, Building Control and governance. Fixed-term until 31 March 2028.

Qualifications

• Experience of supporting or managing Retrofit/Construction projects
• Experience of stakeholder engagement and management
• Experience working with a variety of stakeholders to achieve shared goals
• Experience developing systems and processes to support project appraisal, implementation and delivery
• Experience achieving milestones and undertaking financial forecasting throughout the delivery cycle
• Excellent analytical skills, with the ability to review information and determine the best approach
• Excellent interpersonal and communication skills for diverse audiences
• Experience across pre-delivery and post-delivery project-management processes

Responsibilities

• Managing and monitoring retrofit projects from mobilisation to practical completion and close-down, ensuring milestones are achieved
• Building relationships with local authorities, housing associations, contractors and stakeholders with regular support
• Reviewing project performance and KPIs, identifying issues and providing recommendations to keep delivery on track
• Developing and maintaining project quality controls, plans, risk registers, governance records and reports
• Managing project budgets through cost verification, forecasting, profiling and governance communications
