Job description

Resources and Recycling Contracts Manager, Southend-on-Sea

Organisation: Southend-on-Sea City Council, a unitary local authority providing vital services including social services, transport, public health, parks, planning, trading standards, community safety, and education. The council employs around 1,800 staff and is committed to moving towards a circular resources and recycling approach to minimize waste and promote sustainability.

Role: We are seeking a proactive and experienced Resources and Recycling Contracts Manager to oversee waste, recycling, and environmental services contracts. This full-time, permanent role involves managing the delivery and performance of contracts, ensuring compliance with legislative guidelines, and supporting the council’s 2030 net-zero target.

Responsibilities:

• Manage the council’s waste disposal, waste collection, and street cleansing contracts.
• Ensure officers understand and correctly use the contracts.
• Act as the principal contact for waste management contracts, maintaining high standards of service and customer satisfaction.
• Ensure statutory duties as a Waste Disposal and Waste Collection Authority are met.
• Manage a team of 5 officers and collaborate with contractors and other council services to promote sustainable resource management.

Requirements:

• Proven experience in contract management within waste recycling or environmental services.
• Knowledge of relevant principles, practices, statutory procedures, procurement, and operational management.
• Leadership experience and excellent communication skills.
• Effective at building relationships with stakeholders at all levels.
• HNC or degree in waste management or a related discipline, or significant relevant experience.
