Job summary

Herefordshire Council is seeking a Reporting and Data Analyst to provide specialist analytical support for Children's Social Care and related services. You will transform complex data into actionable intelligence, developing reports and dashboards and collaborating with leaders and partners.

The role focuses on data quality, forecasting and the rebuild of the data warehouse, supporting Families First delivery and statutory reporting, with hybrid working and a 37-hour week.

Qualifications

• Experience producing high-quality analytical reports and dashboards.
• Strong SQL skills including data extraction, transformation and validation.
• Experience using Power BI and data visualisation tools.
• Ability to analyse large and complex datasets and identify meaningful trends.

About The Role: Reporting and Data Analyst (Children's Social Care)

Salary: HC08 £37,563 - £42,123 per annum

Location: Plough Lane, Herefordshire / Hybrid Working Available

Directorate: Corporate Services (Corporate Performance & Intelligence)

Hours: 37 (12 months fixed term contract)

Herefordshire Council is looking for an exceptional Reporting and Data Analyst to join our Corporate Services team, providing specialist analytical support for Children's Social Care and wider Children and Young People's Services.

This is a unique opportunity to combine advanced analytical skills with a role that has a direct impact on some of the most important services we deliver. Sitting within our corporate performance and intelligence function, you will work closely with Children's Social Care leaders, operational managers and partners.

As our Reporting and Data Analyst, you will be the expert who transforms complex social care data into clear, actionable intelligence.

• Develop and maintain high-quality reports, dashboards and performance products using SQL, Power BI and other analytical tools.
• Deliver statutory reporting requirements including Children's Social Care returns and regulatory information.
• Analyse trends, demand and performance to help leaders make informed decisions.
• Support forecasting and modelling to understand future service pressures and opportunities.
• Ensure data quality, integrity and compliance across reporting systems and processes.
• Provide Support in rebuilding and developing the Children's Social Care data warehouse, designing robust data structures, reporting solutions and intelligence products that support Families First delivery, statutory reporting and service improvement.
• Work with system, service and data stakeholders to define reporting requirements, data models and business rules that underpin the Families First reporting framework.
• Present insights clearly to both technical and non-technical audiences.
• Work collaboratively across the council, supporting a One Council approach to performance, intelligence and improvement.

This role sits within the Corporate Centre, offering the opportunity to influence strategic decision-making while playing a key role in the transformation of Children's Services data and intelligence capabilities.

What We're Looking For

We are seeking a highly motivated analyst who combines technical expertise with curiosity, critical thinking and strong communication skills.

Essential Experience and Skills

• Experience producing high-quality analytical reports and dashboards.
• Strong SQL skills including data extraction, transformation and validation.
• Experience using Power BI and data visualisation tools.
• The ability to analyse large and complex datasets and identify meaningful trends and insights.
• Experience communicating complex information clearly to non-technical audiences.
• Knowledge of data quality, governance and assurance principles.
• Excellent organisational skills and the ability to manage competing priorities and deadlines.
• Experience working collaboratively with stakeholders at all levels.

Desirable

• Experience within Children's Social Care, local government or public services.
• Knowledge of statutory children's data returns (such as CIN, CLA or SSDA903).
• Experience using Python or R for automation, statistical analysis or forecasting.
• Experience working with data warehouses and semantic models.
• Knowledge of Mosaic or similar social care case management systems.
• Experience of DevOps, version control and reporting lifecycle management.
• Experience developing, enhancing or supporting data warehouses, data models or enterprise reporting solutions.
• Experience designing, rebuilding or enhancing data warehouses and semantic models, including supporting business transformation programmes.
