Job summary

Consult, a partner company, is seeking a Roster – Senior ICT/Digital Consultant based in the United Kingdom to contribute to digital transformation initiatives across the Americas region. You will deliver policy analyses, regulatory insights, and capacity-building activities for governments, regulators, and other stakeholders.

Qualifications

• At least five years of professional experience in ICT policy and regulatory analysis.
• Experience shaping digital policy, regulation, and market analyses.
• Ability to communicate complex policy issues in English or Spanish.
• Strong research and analytical skills.
• Experience designing training materials and capacity building.

Responsibilities

• Deliver specialized ICT and digital development expertise in line with programme objectives.
• Research and develop analyses of telecommunications policies and regulatory frameworks, market developments.
• Contribute to policy briefs, technical reports, and presentations addressing policy, regulatory and market issues.
• Conduct research and share findings to support policy decision‑making by stakeholders.
• Design and deliver capacity-building materials and workshops for professionals and institutions.
• Coordinate with regional and international partners to advance programme objectives.
• Prepare high‑quality reports and documentation aligned with project requirements.
