Reports to: Director of Regulation and Compliance

Salary: up to £60K DOE and location

Location: Manchester or Reading / Hybrid

The Opportunity

Join our Regulation team as a Regulation and Compliance Manager, where you'll play a key role in ensuring our business meets its regulatory and contractual obligations across electricity distribution, heat networks, and wider multi-utility services. You'll be responsible for interpreting complex regulatory requirements, translating them into clear and practical business processes, and driving compliance across the organisation.

We're looking for someone with experience in a regulated utility environment, such as electricity distribution, heat networks, water, or energy supply, who can confidently navigate regulatory frameworks and influence positive business outcomes. Whilst experience in electricity distribution or heat network regulation would be highly desirable, we're equally keen to hear from candidates with strong transferable regulatory expertise and the ambition to develop specialist knowledge in these areas. For the right person, we'll provide the support and development needed to build that expertise and make a real impact within a growing and evolving sector.

Key Responsibilities

• Develop and implement policies and procedures to ensure compliance with all relevant regulations, standards, and policies.

• Monitor and interpret regulatory obligations and regulatory change, assess the impact on Leep's activities, and drive the implementation of proportionate actions, controls and mitigations across the business.

• Maintain effective working relationships with regulators, code bodies, industry bodies and other external stakeholders, representing the company in regulatory discussions and supporting clear, timely and appropriate regulatory engagement.

• Work collaboratively with operational, technical, commercial and senior stakeholders to ensure regulatory requirements are understood, embedded and delivered in practice.

• Support regulatory assurance activity, including audits, reviews and evidence gathering, working with the Internal Audit & Governance Assurance Manager where required to assess compliance and identify areas for improvement.

• Develop and deliver, or support the delivery of, regulatory training and guidance to ensure colleagues understand relevant obligations and responsibilities.

• Manage and coordinate responses to regulatory inspections, audits, information requests and assurance reviews, including developing, tracking and closing corrective actions as required.

• Prepare and submit regulatory reports and documentation and ensure that all regulatory deadlines are met.

• Stay up to date with developments in electricity distribution, heat networks, water and wider utility regulation, providing proportionate advice to senior management on emerging regulatory issues and trends.

• Ensure timely closure of Table of Accountability tasks, regulatory risks and audit actions.

Measures of Success

• Regulatory obligations, licence conditions, codes and contractual requirements are clearly understood, documented and translated into practical business actions.

• Regulatory deadlines, submissions, reporting requirements and information requests are delivered accurately on time and to the required standard.

• Regulatory risks, Table of Accountability tasks, audit actions and corrective actions are tracked effectively and closed within agreed timescales.

• Compliance controls, procedures and guidance are embedded across relevant business areas and are evidenced through assurance activity, audits or reviews.

• Regulatory change is assessed promptly, with clear impact analysis, proportionate recommendations and effective implementation plans.

• Regulatory inspections, audits and assurance reviews are well coordinated, with clear ownership, timely responses and robust follow-up actions.

• Internal stakeholders understand relevant regulatory obligations and receive clear, practical advice, training or guidance where required.

• Constructive relationships are maintained with regulators, code bodies, industry bodies and internal stakeholders, supporting effective and professional engagement.

About You

Essential

• Proven ability to take ownership of regulatory obligations and drive compliance activity across a business.

• Strong regulatory experience within electricity distribution, heat networks, water, energy supply, or another regulated utility environment.

• Strong ability to interpret, apply and translate regulatory obligations, licence conditions, codes, standards and compliance requirements into practical business actions.

• Strong analytical, problem-solving and decision-making skills, with sound judgement when assessing regulatory risk and business impact.

• Confidence to engage effectively with regulators, industry bodies, senior stakeholders and non-specialist colleagues, communicating complex regulatory requirements clearly and practically.

• Strong written communication skills, including the preparation of reports, briefings, submissions and compliance documentation.

• Ability to work collaboratively across operational, technical, commercial and senior leadership teams while managing multiple priorities, deadlines and regulatory deliverables.

• Ability to work independently, exercise sound judgement, proactively build knowledge in new regulatory areas, and recognise when to seek support or elevate matters appropriately.

Desirable

• Direct experience of electricity distribution regulation.

• Direct experience of heat network regulation.

• Knowledge of Ofgem regulatory frameworks.

• Knowledge of heat network regulatory requirements, including emerging regulation.

• Knowledge of industry codes such as DCUSA, REC, BSC, CUSC or equivalent.

• Experience supporting or undertaking regulatory audits, inspections or assurance reviews.

• Experience engaging directly with regulators, code bodies or industry working groups.
