Job summary

Panda is seeking an experienced Operations Manager to lead regional waste logistics and fleet operations across Leeds and Quarrington. You will drive safe, compliant and cost-efficient transport, managing a large team and a mix of company-owned and subcontracted assets.

You will ensure regulatory compliance, optimise fleet utilisation and deliver service performance while controlling costs. This hands-on leadership role demands strong stakeholder management and a practical, commercial mindset.

Qualifications

• Experience leading a large-scale logistics/transport operation.
• Experience managing articulated vehicle fleets in a regulated environment.
• Strong knowledge of Operator Licence obligations and transport compliance.
• Multi-site operational management experience.
• Experience managing subcontracted haulage providers.
• Accountability for operational budgets, cost control and P&L performance.
• Track record of improving safety, compliance, service and productivity.

Responsibilities

• Lead day-to-day logistics and transport operations across Leeds and Quarrington.
• Plan drivers, vehicles and subcontracted resources against demand.
• Ensure compliance with Operator Licence undertakings, DVSA requirements and hours legislation.
• Manage fleet assets and maintenance schedules.
• Maximise vehicle availability and utilisation through planning and coordination.
• Monitor service delivery, fuel performance and transport costs.
• Oversee subcontractor performance and compliance.
• Lead safety investigations and implement corrective actions.
• Manage safety, audits and risk assessments.
• Develop a large operational team with clear accountability for safety and performance.
• Administer budgets covering labour, fuel, subcontractors and maintenance.
