Regional Finance Officer, Africa Region

Location: This role is ideally based in Thornhill, Dumfries and Galloway, but can be remote. Frequent travel to HALO's UK offices and regional locations is essential.

Type: Full Time, Permanent

Salary: Competitive, dependent on experience

About The HALO Trust

The HALO Trust is the world's largest and oldest international humanitarian mine action NGO. For over thirty years, we have been saving lives and helping war-torn communities recover by making land safe. Our mission is to protect lives and restore livelihoods affected by conflict.

HALO is known for landmine clearance but also deals with unexploded ordnance, educates communities, and builds safe arms stores. Established in Afghanistan in 1988, HALO employs over 11,000 staff across 28 countries and territories.

About the role

You will support the Regional Finance Manager by providing advice and assistance across HALO programmes.

Reporting Structure

Key Responsibilities
Donor Contract Management
  • Support the production of timely financial donor reports and fund requests.
  • Assist in developing donor budgets using HALO's financial planning system (Adaptive Insights).
  • Help develop systems, tools, and processes for efficient budgeting and forecasting.
  • Monitor and review grants/contracts, working with operations to forecast and report on project costs.
Programme Support
  • Support programme budget construction with expected donor funding.
  • Prepare and enter monthly journals into the accounting system.
  • Review and reconcile partner reports and payment requests.
Programme Compliance
  • Monitor compliance with statutory regulations, including registration, reporting, and taxation.
  • Ensure adherence to donor regulations and HALO procedures, conducting audits as needed.
  • Assist in preparing documentation for audits, liaising with auditors and country teams.
General Duties
  • Uphold HALO's values and mission.
  • Work towards business plan objectives.
  • Familiarize with HALO policies and activities.
  • Travel to programmes as needed (up to 3 trips per year).
  • Follow health and safety procedures, including risk assessments and evacuation protocols.
Requirements
Skills and Experience
  • Bachelor's degree in finance, accounting, business administration, or related field.
  • Proven experience in a finance role.
  • Proficiency in Excel (pivot tables, VLookup, SUMIF, etc.).
  • Excellent interpersonal skills.
  • Willingness to travel to HALO Africa programmes.
