Job summary

Canterbury City Council is seeking a Team Leader (Reactive Repairs) in Canterbury, Kent. The role combines home working, office attendance and site visits to manage responsive repairs, ensure safety and quality, and drive statutory compliance across housing properties.

You will lead a repairs delivery team, manage contractors, and help develop long-term maintenance plans while meeting performance targets and ensuring a high-quality resident service.

Qualifications

• Membership of a relevant professional body (CIBSE, RICS, CIOB, CABE or CIH).
• Degree in Construction or housing, i.e. Building Surveying or Building Service Engineering.
• IOSH Managing Safely qualification or equivalent.
• A level 4 housing qualification or willingness to undertake one.
• A full driving licence and access to a vehicle.

Responsibilities

• Lead the reactive repairs delivery team, ensuring repairs are delivered safely, on time, within budget and to agreed quality standards.
• Operationally manage repair and compliance contractors, ensuring residents receive a responsive, high-quality service that meets performance targets.
• Ensure the Council meets its statutory landlord obligations and delivers services in line with industry best practice.
• Develop and implement long-term maintenance strategies and delivery plans with colleagues across Facilities Management.
• Prepare specifications and manage contractors for repairs and maintenance contracts.
• Ensure leaseholder consultation is undertaken in accordance with landlord and tenant legislation.
• Lead, develop and motivate a team of officers to deliver excellent services for residents.
• Oversee compliance programmes including electrical inspections, gas servicing, lifts, warden call systems and other planned maintenance.

This is an exciting opportunity to join Canterbury City Council's collaborative Facilities Management team as Team Leader (Reactive Repairs), taking responsibility for the operational delivery of responsive repairs and compliance activities across the Council's housing portfolio.

About This Role

• You will lead the reactive repairs delivery team, ensuring repairs are delivered safely, on time, within budget and to agreed quality standards.
• You will operationally manage repair and compliance contractors, ensuring residents receive a responsive, high-quality service that consistently meets performance targets.
• You will play a key role in ensuring the Council meets its statutory landlord obligations and delivers services in line with industry best practice.
• Working closely with colleagues across Facilities Management, you will help develop and implement long-term maintenance strategies and delivery plans.
• You will provide technical expertise in the preparation of specifications and contractor management arrangements for repairs and maintenance contracts.
• You will ensure appropriate leaseholder consultation is undertaken in accordance with statutory requirements, including relevant landlord and tenant legislation.
• You will lead, develop and motivate a team of officers, creating a positive, performance-focused culture that delivers excellent services for residents.
• You will oversee the operational delivery of compliance programmes including electrical inspections, gas servicing, lifts, warden call systems and other planned preventative maintenance activities across the Council's estate.

Working Pattern

• Monday - Friday, excluding bank holidays.
• 37 hours per week.
• Permanent full-time contract.
• 23 days of annual leave, increasing to 28 days after 5 years of service, plus a full week off over Christmas.

About You

Your Qualifications

• Membership of a relevant professional body (including CIBSE, RICS, CIOB, CABE or CIH).
• A suitable Degree in a subject that covers Construction or housing, i.e. Building Surveying or Building Service Engineering.
• IOSH Managing Safely qualification or equivalent.
• A level 4 housing qualification or willingness to undertake one.
• A full driving licence and access to a vehicle.

You will have a strong knowledge of:

• Social housing repairs and maintenance delivery.
• Statutory landlord compliance and regulatory obligations.
• Property maintenance, construction techniques and building services.
• Local authority and social housing legislation.
• Performance management and contractor management.

You will have experience of:

• Managing repairs and maintenance services within social housing, local government or a similar environment.
• Leading, motivating and developing successful teams.
• Managing multiple priorities and projects simultaneously.
• Producing reports and presenting information to residents, councillors and stakeholders.
• Delivering service improvements and achieving performance targets.
