Job summary

The Housing Executive is recruiting for Quantity Surveyors to join their Project Delivery team across Northern Ireland. This Band 6 position reports to the Senior Project Manager and requires strong commercial management of assets and investment programmes.

You will assess value for money, manage budgets, and provide contract guidance while ensuring compliance with policies. A driving licence is essential, with various experience pathways described in the job spec.

Qualifications

• Degree or equivalent Level 6 in Building/Construction.
• 1 year’s relevant experience working within a Building/Construction function.
• OR BTEC Higher Level 5 with 2 years’ relevant experience in Building/Construction.
• OR CPD/experiential learning with at least 3 years’ relevant experience.
• Experience in 4 of the following areas: commercial planning, budgeting, performance monitoring, contract guidance, policy implementation, and driving responsibilities.
• Must possess a current driving licence or access to transport.

Responsibilities

• Provide commercial management of NIHE’s assets and planned works.
• Maximise value for money in the construction programme.
• Ensure investment is affordable, meets NIHE standards and is delivered to a high standard with customer satisfaction.
• Collect, analyse and report performance, quality and cost data; incl. benchmarking.
• Give technical advice on construction contract matters to stakeholders.
• Implement policies and processes; monitor and take corrective action as needed.

Job description

The Housing Executive is now recruiting for Quantity Surveyors to join their team.

Department: Project Delivery

Grade: Band 6

Reports to: Senior Project Manager

Location: Across Northern Ireland

Job Purpose

In this role, you will ensure the effective commercial management of NIHE’s assets, of high-quality Planned Works and Compliance related investment to regions within the relevant area of operation.

You will also ensure that the investment is planned effectively to maximise efficiencies, is affordable, matches NIHE’s investment standard, is delivered to a high standard with minimal defects, and a high level of customer satisfaction is achieved.

• (i) A degree or equivalent Level 6* qualification in a Building/Construction related discipline

PLUS 1 year’s relevant experience working within a Building/Construction function

OR

(ii) BTEC Higher or equivalent Level 5* qualification in a Building/Construction related discipline

PLUS 2 years’ relevant experience working within a Building/Construction function

OR

(iii) Can demonstrate equivalent continuing professional development/experiential learning AND at least 3 years’ relevant experience working within a Building/Construction function

• Can demonstrate significant experience in 4 of the following 5 areas:
• Commercial working knowledge in the planning and delivery of a value for money construction programme of works
• Responsibility for designated budgets and ensuring financial controls are in place within the management of NEC 3/4 construction contracts
• The collection, analysis and reporting of performance monitoring statistics detailing performance, quality and cost data and related information if required, inclusive of benchmarking
• The provision of technical advice and guidance on construction contract related matters to a range of stakeholders
• Implementation of policies, processes and procedures for compliance. Additionally, monitoring and undertaking corrective action of implemented policies, processes and procedures
