Job summary

Advance TRS is seeking an experienced Managing Quantity Surveyor to lead the commercial management of major construction and infrastructure projects from pre-construction through to final account in the Tees Valley area. You will shape robust commercial governance, manage project costs, mitigate risk and maximise profitability while supporting successful delivery.

The successful candidate will bring extensive pre-construction experience, cost planning, procurement and NEC contracts knowledge,

Qualifications

  • Degree in Quantity Surveying or related field.
  • Extensive experience as Senior/Managing Quantity Surveyor in construction/civil infrastructure.
  • Strong experience in pre-construction commercial management, including estimating, cost planning and procurement.
  • Proven experience managing subcontract procurement, negotiation and administration.
  • Excellent knowledge of NEC contracts (NEC4), with experience of compensation events and contract administration.
  • Strong financial and commercial management skills.
  • Experience preparing cost forecasts, CVRs and financial reports.
  • Ability to manage multiple projects and competing priorities.
  • Experience leading and developing commercial teams.

Responsibilities

  • Lead cost forecasting, budgeting and financial reporting.
  • Monitor project expenditure against approved budgets.
  • Manage valuations, change control, compensation events and variations.
  • Prepare monthly cost/value reconciliations and commercial reports.
  • Maximise project profitability while maintaining commercial governance.
  • Support cash flow forecasting and cost control activities.
  • Lead commercial input during pre-construction, tender and bid stages.
  • Prepare detailed cost plans, estimates, budgets and commercial appraisals.
  • Review tender documentation, specifications and contract requirements.
  • Identify commercial risks and opportunities throughout the project lifecycle.
  • Develop procurement strategies to achieve best value and programme objectives.
  • Support value engineering and constructability reviews.
  • Provide commercial advice to operational and project delivery teams.
  • Administer NEC and other standard forms of contract.
  • Lead subcontract procurement from enquiry through to appointment.
  • Prepare subcontract packages and negotiate terms and pricing.
  • Manage subcontractor performance, payments, variations and final accounts.
  • Ensure contractual compliance throughout project delivery.
  • Resolve commercial and contractual issues in a timely manner.
  • Lead, mentor and develop junior Quantity Surveyors and commercial staff.
  • Support professional development towards RICS, CIOB or ICES accreditation.
  • Promote best practice and continuous improvement across the commercial team.
  • Foster collaboration between commercial, operational and client teams.
  • Build and maintain strong working relationships with clients, consultants, subcontractors and suppliers.
  • Attend commercial, project and client meetings.
  • Support dispute avoidance and commercial negotiations.
  • Represent the commercial function within project leadership teams.
  • Ensure compliance with company commercial procedures and governance.
  • Champion LEAN principles and digital delivery tools.
  • Maintain accurate commercial records and documentation.
  • Support audits and internal commercial reviews.

The Role

We are seeking an experienced Managing Quantity Surveyor to lead the commercial management of major construction and infrastructure projects from pre-construction through to final account. This role will play a key part in ensuring robust commercial governance, managing project costs, mitigating risk, and maximising profitability while supporting successful project delivery.

The successful candidate will have extensive experience in pre-construction, cost planning, procurement, subcontract management, and contract administration, with a strong understanding of NEC contracts within civil engineering, infrastructure, or major construction projects.

Key Responsibilities
Pre-Construction & Commercial Management
  • Lead commercial input during pre-construction, tender and bid stages.
  • Prepare detailed cost plans, estimates, budgets and commercial appraisals.
  • Review tender documentation, specifications and contract requirements.
  • Identify commercial risks and opportunities throughout the project lifecycle.
  • Develop procurement strategies to achieve best value and programme objectives.
  • Support value engineering and constructability reviews.

Skills & Experience
Essential
  • Degree (BSc or MSc) in Quantity Surveying or a related discipline.
  • Extensive experience as a Senior or Managing Quantity Surveyor within construction, civil engineering or infrastructure.
  • Strong experience in pre-construction commercial management, including estimating, cost planning and procurement.
  • Proven experience managing subcontract procurement, negotiation and administration.
  • Excellent knowledge of NEC contracts (particularly NEC4), with experience of compensation events and contract administration.
  • Strong financial and commercial management skills.
  • Experience preparing cost forecasts, CVRs and financial reports.
  • Ability to manage multiple projects and competing priorities.
  • Excellent negotiation, communication and stakeholder management skills NEC4 Option E.
  • Experience leading and developing commercial teams.
  • Proficient in Microsoft Office and commercial management software.
Desirable
  • Chartered or working towards Chartered status (MRICS, MCIOB or MCInstCES).
  • Experience working on major infrastructure, rail, highways.
  • Experience with Cost Reimbursable Contracts, particularly
  • Knowledge of digital construction and BIM-enabled projects.
  • Experience of framework agreements and alliance contracts.
  • Valid CSCS Professionally Qualified Person Card.
