Job summary

Vehicle Certification Agency is seeking a Procurement Manager to lead end-to-end procurement across diverse categories, ensuring value for money and regulatory compliance. You’ll develop robust tender documentation, manage market engagement, and support contract management within the VCA Commercial team.

You will work with internal stakeholders and the Department for Transport to deliver strong commercial outcomes, while promoting compliant processes and effective risk management in a hybrid

Qualifications

• Evidence of end-to-end procurement in the public sector.
• Experience developing tender packs and supporting evaluation processes.
• Ability to balance cost, quality and delivery considerations.
• Knowledge of Public Contracts Regulations 2015 and Procurement Act 2023.

Responsibilities

• Lead end-to-end procurement across categories such as professional services, technology, operational services.
• Develop clear tender documentation including specifications, evaluation criteria and contract terms.
• Manage market engagement, tendering, evaluation, moderation and contract award.
• Apply up-to-date knowledge of regulations and frameworks (e.g., PCR 2015, Act 2023).
• Maintain procurement documentation and audit trails; support governance and stakeholder engagement.
