Job summary

Pertemps Harrow is seeking a Public Protection Officer to join the London Borough of Harrow enforcement team. The role focuses on tackling environmental crime, fly tipping, littering, and protecting residents by applying relevant legislation and procedures.

You will gather evidence, take statements, issue Fixed Penalty Notices and Community Protection Warnings, conduct site visits, and work with residents, businesses and partner agencies to resolve safety concerns.

Qualifications

• Experience in public protection or environmental enforcement is required.
• Proven ability to issue FPNs and CPWs.
• Experience investigating environmental offences such as fly-tipping.
• Strong knowledge of relevant enforcement legislation and procedures.
• Excellent communication, negotiation and conflict-resolution skills.

Pay Rate: £19.62 PAYE or £25.56 per hour Umbrella

Full-Time Contract Opportunity

The London Borough of Harrow is looking for an experienced Public Protection Officer to join its busy and proactive enforcement team. This is an excellent opportunity for an enforcement professional who is passionate about improving the local environment, tackling anti‑social behaviour, and supporting cleaner, safer communities across the borough.

Key Responsibilities:

• Investigate environmental crime, fly‑tipping, littering, and other public protection issues.
• Carry out enforcement activities in accordance with relevant legislation, policies, and procedures.
• Issue Fixed Penalty Notices (FPNs) and Community Protection Warnings (CPWs) where appropriate.
• Examine fly‑tipped waste to identify evidence, addresses, and individuals responsible for offences.
• Gather evidence, take statements, prepare case files, and support prosecutions where required.
• Conduct inspections, patrols, and site visits across the borough.
• Engage with residents, businesses, and partner agencies to resolve environmental and community safety concerns.
• Maintain accurate records, reports, and enforcement documentation using council systems.

Essential Requirements:

• Previous experience within a Public Protection, Environmental Enforcement, Community Safety, Waste Enforcement, or similar enforcement role.
• Proven experience issuing Fixed Penalty Notices (FPNs) and Community Protection Warnings (CPWs).
• Experience investigating fly‑tipping and environmental offences.
• Strong understanding of relevant enforcement legislation and procedures.
• Excellent communication, negotiation, and conflict‑resolution skills.
• Ability to work independently and manage a varied caseload.
• Full UK Manual Driving Licence.

Working Hours:

The role operates on a rotating shift basis, including:

• 6:00am - 2:00pm
• 8:00am - 4:00pm
• 10:00am - 6:00pm

In addition, a late shift of 1:00pm - 9:00pm will be required once every six weeks.
