Proposal Analyst

We are currently looking for a Proposal Analyst for our US Government programs. The Proposal Analyst position is at the front-end of the business supporting the bid and proposal process. The analyst will be part of a Bid and Proposal team and work with the Contracts Department, the technical teams, and senior management to support fully compliant proposal submissions.

Primary Responsibilities

• Read, thoroughly review and analyze the RFP, FOA or Solicitation.
• Work collaboratively with management to provide the technical team with the proposal requirements.
• Prepare supplementary proposal documents with minimal supervision and ensure proposals are complete per solicitation requirements.
• Assume responsibility for preparing multiple cost proposals simultaneously for multiple business areas.
• Create Excel-based cost templates, technical templates and other templates to meet the requirements of the solicitation.
• Review the cost template inputs from the technical teams to ensure consistency with other parts of the proposal for compliance with bid requirements.
• Validate all detailed backup for compliance with submission.
• Prepare and submit proposals on Government websites such as DSIP, DOE, NIH, Grants.gov, NASA and other agencies.
• Attend and support all proposal meetings as required, including maintaining the proposal log and database with proposal status for management.
• Prepare proposal revisions and responds to requests related to proposal submissions.
• Ensure 100% on-time submittal of fully compliant proposals.
• Submit and track debrief requests for win/loss notices.

Education Qualifications

• Bachelor's degree preferred but may be substituted by relevant work experience, such as work for a prime contractor to the US government.

Basic Qualifications

• Must be a self-motivated, high energy, organized individual with excellent time management skills and the ability to prioritize to meet critical deadlines.
• Strong knowledge of Excel (e.g., pivot tables, v-look-up, formulas, and chart generations), as well as facility with Word and MS.
• Ability to work independently or in team setting; ability to adjust to changing priorities.

Desired Skills

• Experience with TINA, FAR, DFAR, and procurement knowledge is highly desirable.
• Experience with Excel is Highly Desirable
