Job summary

The Blue Barrel Pte. Ltd. is seeking a seasoned construction professional to lead underground project planning, site setup, and MTBM/shaft work with a strong emphasis on safety and schedule integrity.

You will coordinate with clients and authorities, manage budgets and resources, and drive subcontractor performance to deliver complex civil infra projects on time and within scope.

Qualifications

• Minimum 10 years in main civil/construction or 12 years in subcontracting.
• Experience with pipe jacking, civil or infra projects.
• Class 3 driving licence preferred.
• Experience on PUB projects is an advantage.

Responsibilities

• Develop comprehensive work sequences, site setups, and master schedules for underground drives, shaft/chamber construction, and utility diversions.
• Coordinate and secure permits, clearances, and plan approvals from Singapore authorities prior to work.
• Manage risks from varying ground conditions, MTBM ops, earth retaining structures, and deep excavations.
• Control project expenditures, track milestones, monitor resources, and stay within budget.
• Lead, train, and supervise site engineers, supervisors, jacking operators, and subcontractors.
• Enforce workplace safety standards, promote safety culture, manage emergency response in tunnels/shafts, comply with MOM/NEA regulations.
• Liaise with clients, consultants, RTOs, REs, and stakeholders regarding progress and site issues.
• Maintain compliance and ensure timely project delivery.

Job description

* Project Planning & Scheduling: Develop comprehensive work sequences, site setups, and master schedules for underground drives, shaft/chamber construction, and utility diversions.

* Regulatory & Authority Approvals: Coordinate and secure necessary permits, clearances, and plan approvals from Singapore authorities (such as LTA, PUB, or BCA) prior to work commencement.

* Technical & Geotechnical Oversight: Manage risks associated with varying ground conditions, micro-tunnel boring machine (MTBM) operations, earth retaining structures, and deep excavations.

* Cost & Budget Management: Control project expenditures, track financial milestones, monitor resource allocation, and ensure completion within the approved contractual budget.

* Team & Subcontractor Leadership: Lead, train, and supervise site engineers, supervisors, jacking machine operators, and subcontractors to maintain high productivity and quality standards.

* Safety, Health & Environment (EHS): Enforce strict workplace safety standards, promote a strong safety culture, manage emergency response protocols inside tunnels/shafts, and comply with Singapore's MOM/NEA environmental regulations.

* Stakeholder Management: Liaise regularly with clients, consultants, Resident Technical Officers (RTOs), Resident Engineers (REs), and public/private stakeholders regarding progress and site issues.
