Overview

An exciting vacancy has arisen for a Project Manager, working in Lincolnshire. Our client is an independent statutory authority providing flood risk management and land drainage services within the catchment area.

Role details
  • Reports to: Projects Director
  • Type of contract: Two-year fixed term contract
  • Hours of work: The Board operates a 74-hour nine-day fortnight (i.e. every second Friday is a day off work) with flexible hours of work. (Core hours 9am – 4pm)
  • Start date: The successful applicant will commence work as soon as possible.
  • Salary: £47,832 - £58,716 per year, equating to £3,986 - £4,893 per month at 2025/26 pay rates dependent on experience
  • Pension: Contributory Lincolnshire Local Government Pension Scheme available
  • Location: The Board’s offices are located on the outskirts of Boston, Lincolnshire.
  • Essential User: £2,292 per annum plus 45p per mile (up to 10,000 miles, 25p thereafter) travelled whilst on Board duties.
Role and responsibilities
  • As Project Manager your primary role will be to work alongside the Grant in Aid Manager, Pump Engineer and Projects Director to develop and deliver the extensive capital programme of asset improvement projects. This capital programme of works will revolve around the Board’s 34 ageing pumping stations requiring refurbishments and replacements. The Board is currently working on a programme of grant income at the value of circa £14million over the term of the contract. Individual projects range in size from approximately £500,000 to £3,000,000.
  • Lead on the delivery of projects, prepare specification and tenders, allocate resources, manage risks, coordinate work and ensure delivery to programme management and budget.
  • Assist in the development of projects with input into the funding application process.
  • Project management of Flood Defence Grant in Aid funded projects in partnership with the Environment Agency.
  • Manage design risks and ensure the team complies with the requirements of Construction (Design and Management) Regulations 2015.
  • Contribute towards and produce reports.
  • Provide technical assurance and expertise to colleagues, partners and stakeholders.
  • Asset Management – inspection, records, reporting, work programmes.
  • Develop partnerships/liaise & communicate with other local Flood Risk Management Authorities.
  • Create a collaborative, supportive and inclusive environment which prioritises colleagues’ mental and physical wellbeing.
  • You will seek to ensure that the management of the drainage and water level management network is not compromised by development or changes in land use.
  • Protect the Board’s interests and manage assets, ensuring inspections, surveys are carried out to a high standard. Maintain records and work programming data. Ensure all areas are efficient, methodical and accurate in order to develop, manage and maintain excellent systems and processes.
  • This post will offer direct support to the Projects Director and Grant in Aid Manager, whilst working as part of the wider team to deliver organisational objectives.
About you
  • An experienced engineer who is passionate about sustainability, you will ensure the delivery of high-profile projects for sustainable flood protection across the Board’s catchment.
  • You are an Incorporated Engineer or equivalent. An understanding of both Civils and relevant Mechanical & Electrical Engineering would be beneficial, however, either / or will be considered. If not already at Chartered or Incorporated Engineer status, consideration will be given if you are able to demonstrate knowledge and experience and willingness to work towards this and we will support you as required.
  • You should have previous experience of successfully managing projects of similar size and nature.
  • You should be a proven leader, with demonstrable experience in motivating and managing a multidisciplinary team; ensuring all regulations are adhered to and best practice is always followed.
  • You may have experience of working within the flood risk management industry or local government technical departments, working with local representatives and in partnership with their professional partners.
  • You will build relationships with ease, allowing you to communicate effectively with your immediate team along with a wide range of people, from senior leaders and local authority partners to community engagement groups.
  • You may also already be a Member of Institution of Civil Engineers as a Chartered or Incorporated Engineer or be similarly qualified.
