Job summary

Aspect Resources is seeking a Project Manager to oversee a portfolio of coal mining related hazard, enquiry and subsidence projects in Scotland. The role is hybrid, home-based with regular site visits across Scotland, with travel averaging about 60% of the week.

Suitable candidates will have project management experience in civil/ground/geotechnical engineering, strong risk assessment, health & safety awareness, and the ability to coordinate multiple concurrent projects.

Qualifications

  • Project management experience in construction, civil engineering, ground engineering or geotechnical engineering.
  • Experience in incident management and reactive works.
  • Strong understanding of site-based risk assessment and health & safety in construction or engineering environments.
  • Experience visiting sites and making practical operational decisions.
  • Ability to manage multiple concurrent projects.

Responsibilities

  • Ensure portfolio projects are progressed and stakeholders managed.
  • Implement project plans and priorities.
  • Ensure investigations determine Liability.
  • Manage NEC4 contract documentation and contractor supervision.
  • Undertake field tasks including site inspections, monitoring and sampling.
  • Compile evidence and submissions for claims or arbitration.

Job description

Job Title: Project Manager

Location: Scotland / Hybrid

Contract Duration: until end of Jan 2027

Daily Rate: £283.48/day (Umbrella)

IR35 Status: Inside IR35

To administer a portfolio of coal mining related hazard, enquiry and subsidence projects in Scotland.

Role location: The role involves working in the former coal mining areas of Scotland, based at home with regular site visits that the candidate will be required to travel to. Travelling to and from sites, for site visits will equate to on average 60% of the working week.

The Candidate shall be located within the existing coalfield areas of Scotland. Scotland's coalfields stretch right across the central belt from Ayrshire and Lanarkshire on the west coast to Fife and the Lothians on the east.

Subject to ongoing need, availability and performance, we reserve the right to extend the duration on a rolling 3-month basis.

Required Experience
Essential
  • Project Management experience within:
    • Construction
    • Civil Engineering
    • Ground Engineering
    • Geotechnical Engineering
  • Incident management and reactive works experience.
  • Strong understanding of site-based risk assessment.
  • Health & Safety awareness in construction or engineering environments.
  • Experience visiting sites and making practical operational decisions.
  • Ability to manage multiple concurrent projects.
Desirable
  • Exposure to NEC4 contracts (basic understanding is sufficient).
  • Experience relating to:
    • Coal mining environments
    • Mining subsidence
    • Ground movement risks
    • Geotechnical investigations
  • Knowledge of ground investigation works and remediation projects.
Ideal Candidate Profile

The ideal candidate is likely to come from:

They will be comfortable attending sites independently, identifying hazards and risks, arranging immediate mitigation measures, coordinating contractors, and turning site issues into structured project plans.

Responsibilities:

Specific

  • To ensure that your portfolio of projects is adequately progressed and resourced, and that your stakeholders are effectively managed.
  • To implement project plans and priorities.
  • To ensure adequate investigations are carried out to determine the Authority's liability.
  • To ensure that all projects and fieldworks are economically, efficiently and effectively managed and all statutory obligations are discharged.
  • To act from time to time as Designer for the purposes of the CDM 2007 or subsequent regulations.
  • To supervise contractors and consultants undertaking research, investigations and remediation. This includes the effective production and management of the current suite of NEC 4 contract documentation.
  • To undertake field related tasks as required which may include the inspections of tips, properties, liability sites, undertaking monitoring and sampling.
  • To compile evidence and submissions in respect of any claims that may be referred to arbitration/lands tribunal.
  • To act as a public interface, representing the Authority and dealing with live enquiries from members of the public, and other relevant parties
  • To be part of response team to deal with calls to the Authority's emergency hazard line
Duties will include
  • Site Attendance: Attend projects under emergency and unplanned situations. Act as the competent person to ensure that the site is secured and provide immediate advice on public safety.
  • Hours of Attendance: 37.5 hours per week on PSS Activities over a period of 12 weeks initially.
  • Programme & Health & Safety Meetings: Transition into planned works and delivery a programme of projects with cross department support to ensure project liability is investigated and the hazard is remediated.
  • Commercial Assurance: Provide contract management assurance using NEC4ECSC and prepare project justifications, ensuring optioneering and value for money in decision making.
  • Review of Mining Information: Form opinions by reviewing mining information and all necessary site information to determine desktop liability and evidence to undertake investigation works.
  • Large Project (High Risk): As a CAT2 responder under the Civil Contingencies Act, the Authority liaise with external partners and local authorities to ensure public safety.
  • Emergency Planning: Dynamic response to project delivery with reduced planning and re-prioritising required.
  • Workshop Meetings: Attendance at regional and department meetings knowledge transfer and project presentations are delivered to embed future learning
