Job summary

Depaul in Belfast seeks a Project Group Manager to lead a diverse portfolio of community-based services across Northern Ireland. Qualifications

  • Essential criteria: Level 5 qualification and 3+ years’ management exp in homelessness or complex needs.
  • Option 2: 5+ years’ management exp in homelessness, housing or complex needs.
  • Demonstrated staff leadership and budget oversight.
  • Experience in multi-agency partnership working.

Responsibilities

  • Lead Local Management Teams with high-level line management and performance oversight.
  • Ensure services meet holistic needs aligned with best practices and quality standards.
  • Oversee operational expenditure and budgets with adherence to policies and safety.
  • Represent Depaul in strategic/operational forums with NIHE, PBNI, HSC Trusts, PSNI.
  • Participate in a 24/7 on-call rota and contribute to yearly planning.

Job description

Project Group Manager (NI) Location: Unit 4 Nelson Street, Belfast (with travel to service locations) Salary: £42,060.66 per annum Contract: Permanent, 35 hours per week (Normally Mon-Fri)

The PGM will lead a dynamic portfolio of person-centered services—spanning Housing First, the Community Transition Service for women leaving prison, Complex Lives and an exciting new project launching soon. Grounded in harm reduction, housing-led principles and multi-disciplinary teamwork, these services deliver critical wraparound support, trauma-informed crisis response and tailored interventions that empower individuals to stabilise their lives, secure housing and successfully reintegrate into their communities.

The Role

We are seeking a Project Group Manager (PGM) to lead and develop a diverse portfolio of community-based services across Northern Ireland. As PGM, you will provide strategic direction and management support to Local Management Teams, ensuring our services deliver critical wraparound support and tailored interventions that empower individuals to stabilise their lives and successfully reintegrate into their communities

Key Responsibilities
  • Leadership: Provide high-level line management, supervision and performance management to Local Management Teams.
  • Service Delivery: Ensure services meet the holistic needs of users in line with best practices and Supporting People’s Quality Standards.
  • Finance & Governance: Oversee operational expenditure and budgets while ensuring full compliance with Depaul’s policies and health and safety standards.
  • Strategic Liaison: Represent Depaul in strategic and operational fora with statutory partners such as NIHE, PBNI, HSC Trusts, and the PSNI.
  • Collaboration: Participate in the 24/7 on-call rota and contribute to the organisation's strategic and year-planning processes.
Person Requirements

Essential Criteria:

  • Education & Experience Option 1: A relevant Level 5 qualification (Social Care, Health, Housing or Management) AND at least 3 years’ management experience in a homelessness or complex needs setting.
  • Education & Experience Option 2: A minimum of 5 years’ management experience in a homelessness, housing or complex needs setting (in lieu of formal qualifications)

AND

  • Skills: Proven experience in staff leadership, financial oversight of operational budgets, and multi-agency partnership working.
  • Sector Knowledge: Operational knowledge of trauma-informed care, harm reduction, and housing-led models.
Knowledge & Abilities:
  • Demonstrable leadership qualities with the ability to motivate teams through service growth or organisational change.
  • Excellent communication skills with the ability to produce clear reports on complex issues.
Circumstances:
  • A valid, full driving licence and access to a vehicle insured for business purposes.
  • Active registration with (or willingness to obtain) the Northern Ireland Social Care Council (NISCC).
  • Willingness to participate in a 24/7 on-call rota.
