Job summary

Network Rail in Wales and Western Region seeks an experienced D&P Engineer to manage design and construction activities across allocated projects, delivering safe and compliant engineering solutions. You will lead MVP-inspired design refinement, ensure contractor performance, and provide technical and project management leadership within Network Rail standards and CDM requirements.

The role requires knowledge of CDM 2015, risk assessment, and governance; offers hybrid working with a 60% office

Responsibilities

  • To manage D&P design and construction activities for allocated projects, delivering safe, compliant and affordable engineering solutions.
  • Engineer and manage projects in accordance with Network Rail standards and specifications, ensuring that all allocated design and construction contracts are compliant with applicable Railway Group Standards, Network Rail standards, formal specifications, governance requirements and approved procedures
  • Lead and manage all engineering activities to deliver affordable, safe and environmentally responsible schemes that meet programme requirements and achieve agreed time, cost and quality objectives.
  • Lead the application of appropriate risk assessment techniques, including hazard identification workshops and HAZOP analysis where required, to identify, assess and manage project risks, ensuring hazard records are maintained and environmental aspects are managed in accordance with Network Rail policies, standards and procedures.
  • Manage and monitor the performance of design consultants, specialist consultants and contractors, ensuring that deliverables are produced safely, to the required quality, within programme and budget constraints, and in compliance with applicable standards and project requirements.
  • Provide technical and project management advice across all construction activities, including testing, commissioning and site supervision. Lead and manage the design and/or construction elements of allocated projects, ensuring compliance with current legislation, including the Construction (Design and Management) 2015 Regulations (CDM), together with all applicable Network Rail standards, specifications and governance requirements
  • Provide assurance that internal and contractor design, construction and specialist personnel are competent for the roles undertaken, ensuring appropriate skills, knowledge, experience, qualifications and authority are in place to safely deliver project requirements.
  • Undertake and lead D&P engineering assurance activities, including IDC, IDR, DRN, technical reviews and construction assurance reviews, to provide assurance that engineering deliverables comply with project requirements, applicable legislation, standards, specifications and governance requirements. Arrange, support and monitor audits of contractors to ensure that safety, environmental, quality, design, construction, testing, commissioning and management systems are effectively implemented and remain adequate throughout project delivery
  • Undertake the role of Designated Project Engineer (DPE) for allocated projects, providing engineering leadership and assurance to ensure that all project activities are delivered safely, compliantly and in accordance with applicable legislation, standards, specifications and governance requirements.
  • Provide cover for the Designated Project Engineer (DPE) at meetings, site visits, reviews and other project events as required, representing the engineering interests of the project and supporting effective decision-making.
  • Identify, develop and share best practice, lessons learned and innovative solutions across project teams to support continuous improvement, drive consistency in delivery and enhance engineering, safety and project performance.
  • Undertake periodic Level 1 assurance of D&P engineering activities to verify compliance with applicable standards, specifications and governance requirements, identify opportunities for continuous improvement, and enhance the safety of project stakeholders throughout the project lifecycle.

About the role

Your Main Responsibilities Will Be To

Pay and Rewards

Salary: This role is a Band 4C £43,588 to £53,167 per annum.

Your Experience And Skills
You will ideally have
  • Relevant experience in D&P engineering, ideally with involvement in multidisciplinary design and construction projects across a range of engineering disciplines.
  • Technical qualifications to HNC/HND level, or equivalent, in D&P engineering.
  • Knowledge of quality assurance principles, processes and engineering governance requirements.
  • An understanding of the arrangements required for the independent review, verification and acceptance of engineering work.
  • Knowledge of Construction (Design and Management) Regulations (CDM), risk assessment methodologies and engineering management principles.
  • Keeping people safe on the railway is at the heart of everything we do. Safe behaviour is therefore a requirement of working for Network Rail. You should demonstrate your personal dedication to safety within your application.
What Could Set You Apart
  • Membership of a relevant professional institution, preferably Chartered, and/or educated to degree level in an engineering discipline. Knowledge of developing and structuring engineering safety justifications and safety cases in support of projects.
  • An appreciation of environmental sustainability, environmental risk management and environmental compliance requirements associated with engineering works.
  • Six Sigma Yellow Belt qualification or equivalent continuous improvement training.
  • Experience of project safety management, including hazard identification, risk management and engineering assurance activities.
  • Completion of the Network Rail Yellow Book course (Engineering Management for Projects).
