PROJECT ACCOUNTANT - 3 DAYS PER WEEK - INSIDE IR35

One of Lorien's Edinburgh-based Public Sector clients is looking for a fully qualified Project Accountant on a part-time basis, working 3 days per week, on an initial contract running until 31st October 2025.

Essential skills

• CCAB or CIMA qualified
• Experience in public sector procurement and in setting out financial arrangements of contracts with external suppliers to secure long-term public value during the implementation phase of the project and in the transition to Business-as-Usual
• Experience applying HM Treasury Green Book guidance to public sector or digital transformation business cases and supporting development of business cases based on the five-case model up to the Full Business Case stage
• Proven track record in financial planning and management with at least five years' experience at a senior level
• Detailed knowledge of financial legislation, regulations, guidance, and good practices
• Effective communicator skilled at presenting complex information in a balanced, influential, and persuasive manner with accuracy, clarity, and conciseness
• Strong analysis and business report writing skills
• Experience using Microsoft Office and accounting software packages
• Educated to degree level or with relevant professional qualifications

Desirable skills

• Experience training and sharing knowledge with other financially qualified individuals on applying HM Treasury Green Book guidance to public sector business cases and change initiatives
• Innovative ideas to improve financial management, budget setting, and reporting arrangements within the organization
