Job description

We are seeking a dedicated and experienced Programme Manager to join our Transport team.

The Transport team is responsible for all aspects of transport planning and policy, passenger transport and scheme development.

In this role, you will;

1. Establish and deliver programme administration & coordination

2. Undertake meeting management & secretariat support

3. Work with a range of internal stakeholders to establish appropriate Governance & develop Portfolio, Programme and Project development frameworks

4. Maintain documentation, risk & issue management

5. Own the reporting & performance monitoring aspects of the programmes

6. Manager stakeholder engagement & collaboration

7. Ensure a culture and process of continuous improvement & community contribution is established through your work

We are looking for someone with relevant skills in project management with a record of project management success. We value excellent communication and partnership working skills as your work will involve building relationships with a wide range of stakeholders.

You will need to be a self-starter who is excellent at managing your own time and workload and enjoys working in a team.

You will have a good understanding of the project cycle from conception to completion. You will be expected to produce reports and present data to senior management to inform and provide strategic direction and decision making. You will have relevant or transferable experience in providing technical support for complex projects and conducting robust investigation and analysis of project design, delivery and benefits realisation.

Initially your work will focus on the Bus Service Improvement Plan Programme and Passenger Transport service areas, alongside developing Governance and reporting for key workstreams around Local Government Devolution and strategic transport work areas. You will develop and embed a programme management approach across the Transport services.

This role is being recruited initially until 31 March 2026 awaiting funding announcements that are due in the Autumn 2025. We anticipate this role being extended by 3 years following the announcement.
