Job summary

Midland Heart Ltd is seeking a Programme & Compliance Manager to oversee the Homes England programme, ensuring compliant delivery, accurate reporting and proper funding from inception to completion.

You will monitor development pipelines, provide financial insight, and lead external and internal audits while collaborating with Development, Finance and partners across the housing sector.

Qualifications

• Professional qualification (CIH/RICS/RTPI/ACCA) or equivalent experience.
• Experience in affordable housing development, forecasting and monitoring pipelines.
• Experience overseeing cashflows and reporting in development/programme environments.
• Knowledge of Sequel, Proval and the Homes England IMS programme.
• People and performance management experience.

• Oversee monthly cash flow reporting for the development programme, updating payments and scheme appraisals.
• Monitor the development pipeline from inception to completion and flag risks early.

• Build and maintain relationships with Homes England, development partners and authorities.

Job description

This is an exciting time to join our Development team. Our growth programme is central to Midland Heart's ambition to deliver more affordable homes across the Midlands, and getting the fundamentals right – robust compliance, accurate reporting and well-managed funding – is what makes that growth possible.

Having recently been awarded £225m by Homes England to deliver over 1,800 new homes as part of the Social and Affordable Housing Programme (SAHP) 2026-2036, we're looking for a high-calibre, experienced Programme & Compliance Manager to join us and help drive the successful delivery of our Homes England programme.

In this role, you'll provide the financial oversight, compliance assurance and programme monitoring that underpins our development pipeline, working closely with colleagues across Development, Finance and our external partners.

The Role

You’ll manage our Homes England programme and scheme cash flow processes, ensuring our development activity is delivered compliantly, accurately reported, and funded appropriately from inception through to completion.

Monitoring our development pipeline day to day, you’ll provide the assurance, challenge and financial insight needed to keep schemes on track – working closely with colleagues across Development and our wider partners to identify and resolve issues early.

Responsibilities include, but aren’t limited to:

• Manage and report on Midland Heart's Homes England programme, ensuring claims, submissions and monitoring returns are accurate, compliant and on time.
• Oversee monthly cash flow reporting for the development programme, while keeping payments and scheme appraisals up to date and accurate throughout the development lifecycle.
• Monitor the development pipeline from inception to completion, tracking scheme progress and flagging risks early.
• Lead on the Homes England external audits and carry out internal team audits, ensuring scheme files are complete and reporting any non‑compliance.
• Build and maintain effective relationships with Homes England, development partners, local authorities and other housing associations.

Our ideal candidate? You’ll be an experienced housing development or programme professional who combines strong financial and compliance knowledge with the confidence to manage complex funding programmes and drive delivery. Your CV and cover letter will demonstrate:

• A related professional qualification (CIH, RICS, RTPI, ACCA) or equivalent professional experience, as detailed below.
• Experience of working within affordable housing delivery and development — including procuring land, building new homes, and forecasting and monitoring development pipelines from inception through to practical completion.
• Experience of overseeing financial cashflows and reporting within a development or programme environment, including carrying out Homes England external audits and internal team audits.
• Knowledge of Sequel, Proval and the Homes England IMS programme.
• People and performance management experience.
